DATA SCIENTIST

Join Life Cycle Engineering in support of the NCIS IT support services mission headquartered in Quantico, Virginia. The Information Technology Directorate (ITD) supports the NCIS core mission areas to investigate and defeat criminal, terrorist, and foreign intelligence threats by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the United States (U.S.) Navy and Marine Corps.

Position Summary:

As a Data Scientist, you will be responsible for identifying opportunities to improve organizational outcomes using data, builds and overseeing predictive models to tell stories with data that highlight Client insights

Clearance Requirements:

Must have an active DoD Top-Secret Clearance.

Essential Functions and Responsibilities:


  • Experienced in Problem Analysis and Project Management, Data Collection and Integration, Data Exploration.
  • Collect, analyze, and interpret large data sets. Use this information to develop data-driven solutions to difficult business challenges.
  • Experienced in a wide range of technical competencies including statistics and machine learning, coding languages, databases, machine learning, and reporting technologies.



Required Education, Skills, and Experience:

  • Bachelor's or Master's degree in computer science, data science, operations research, statistics, applied mathematics, or a related quantitative field [or equivalent work experience such as, economics, engineering and physics] is [preferred/required].
  • Alternate experience and education in equivalent areas such as economics, engineering or physics, is acceptable. Experience in more than one (1) area is strongly preferred.
  • Minimum of ten (10) years of previous relevant experience.
  • Three (3) to six (6) - mid-level - of relevant project experience in successfully launching, planning, and executing data science projects. Preferably in the domains of risk modelling and quality assessment.
  • A specialization in text analytics, image recognition, graph analysis or other specialized ML techniques such as deep learning, etc., is preferred. Ideally, the candidates are adept in agile methodologies and well-versed in applying DevOps/MLOps methods to the construction of ML and data science pipelines.
  • Coding knowledge and experience in several languages: for example, R, Python, Java, C++, Excel, MATLAB, etc.
  • Experience with popular database programming languages including SQL, PL/SQL, others for relational databases and upcoming nonrelational databases such as NoSQL/Hadoop-oriented databases such as MongoDB, Cassandra, others.
  • Experience with distributed data/computing tools such as MapReduce, Hadoop, Hive, Kafka, and MySQL
  • Experience in one (1) or more of the following commercial/opensource data discovery/analysis platforms: RStudio, Spark, KNIME, RapidMiner, Alteryx, Dataiku, H2O, SAS Enterprise Miner (SAS EM) and/or SAS Visual Data Mining and Machine Learning, Microsoft AzureML, IBM Watson Studio or SPSS Modeler, Amazon SageMaker, Google Cloud ML, SAP Predictive Analytics.



Physical Demands and Expectations:

  • Travel will be required to support this task (up to 25% travel)
  • Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
  • Ability to speak, read, hear and write, with or without assistance
  • Ability to use phone and computer systems, copier, fax and other office equipment
