Overview:

The QA/QC Technician/Inspector is responsible for ensuring all pipeline construction activities meet project specifications, engineering requirements, regulatory standards, and industry codes (API 1104, ASME, PHMSA, etc.). This role performs inspections, verifies documentation, tracks materials, monitors welds and coatings, and ensures proper testing and installation procedures are followed. QA/QC serves as the link between field crews, inspectors, project management, and the client.

Primary Responsibilities:

  • Ensures all work performed complies with project specifications, drawings, standards, and approved procedures.
  • Verifies that materials, equipment, and processes meet required quality standards.
  • Coordinates with client inspectors, NDE personnel, and project managers to maintain quality compliance.
  • Reviews WPS/PQR requirements and verify welders are qualified.
  • Tracks weld numbers, welder IDs, fit-up conditions, and joint details.
  • Ensures proper joint prep, bevel angles, spacing, alignment, and cleanliness.
  • Confirms preheat, interpass, and heat control meet project specifications.
  • Documents weld results and ensure rejected welds are properly repaired and re-inspected.
  • Schedules and coordinates non-destructive examination (X-ray, UT, MPI) with certified inspectors.
  • Ensures welds are ready for NDE and access is safe and clear.
  • Tracks NDE results and ensures compliance with acceptance criteria.
  • Maintains detailed weld maps and reject/repair statistics.
  • Inspects surface prep including cleanliness, profile, and temperature requirements.
  • Verifies coating materials are mixed, applied, and cured properly.
  • Checks DFT (dry film thickness) using calibrated gauges.
  • Performs holiday testing and documents any needed repairs.
  • Ensures coating is approved prior to lowering-in.
  • Reviews hydrotest packages, test procedures, and calibration certificates.
  • Confirms pipe section readiness including weld acceptance, cleaning, and pigging.
  • Monitors test pressures, temperature logs, and hold times.
  • Verifies documentation accuracy and tests integrity for turnover packages.
  • Tracks heat numbers, serial numbers, and mill certifications for:

o Pipe

o Valves

o Fittings

o Flanges

o Coating materials

  • Ensures all materials match project specifications and are stored properly.
  • Maintains detailed QA/QC logs, inspection reports, and daily activity records.
  • Updates weld maps, as-built drawings, and test records.
  • Assists with turnover documentation for client acceptance.
  • Records non-conformance reports (NCRs) and corrective actions.
  • Ensures all work meets applicable standards, including: o API 1104

o ASME B31.3 / B31.4 / B31.8

o DOT/PHMSA regulations

o NACE coating standards

o Project-specific engineering requirements

  • Reports any deviations and ensures corrective actions are implemented.
  • Works with inspectors, welders, operators, foremen, and managers to ensure quality standards are met.
  • Communicates issues clearly and professionally to both field and client representatives.
  • Holds or attends quality meetings to update project leadership on progress and concerns.

Supervisory Responsibilities:

  • No supervisory responsibilities.

Education and/or Experience:

  • High school diploma or equivalent.
  • 3+ years of QA/QC experience in pipeline construction or oil and gas.

Knowledge, Skills, and Abilities:

  • Strong knowledge of welding inspection, coating inspection, and documentation practices.
  • Ability to interpret blueprints, isometrics, alignment sheets, and specifications.
  • Familiarity with industry codes (API, ASME, NACE).
  • Strong written and verbal communication skills.
  • Detail-oriented with excellent documentation practices

Certificates, Licenses, Registrations:

  • Certifications preferred but not required depending on company structure:

o CWI (Certified Welding Inspector)

o NACE Level I/II

o API 1169

o ASNT Level II
