POSITION CONCEPT
Responsible for the coordination, collection and optimization of resources utilized for Tampa Electric Company (TEC) Electric Delivery construction-related projects in assigned area(s), such as line clearance, distribution, and substation (hereafter referred to as "assigned functional area"), for all P1 (begin immediately), P2 (begins in 1 to 8 days) and P3 (begins in 8 - 28 days) work. Coordinates ongoing efforts and provides alternative solutions to make necessary changes when appropriate.

ADVANCEMENT WITHIN PROGRESSION
An opportunity for advancement to a higher level within the Planner-Scheduler progression is based on value added to the Company through increased duties, responsibilities, and accomplishments. Advancement is not automatic, (i.e. based solely on time in the job) but will be based on the employee's performance, qualifications, and the business and/or technical needs of the department.

PRIMARY DUTIES AND RESPONSIBILITIES
1. Provide planning, organizing, logistical and coordination support to ED Operations. Provide work request administration and work coordination for scheduled and unplanned crew jobs related totrouble memos, and associated follow-up activities. Monitor material and equipment availability for work request readiness. Assist with the overall optimization of construction-related operating resources across the various Planning & Scheduling disciplines. Assist with and validate job plans including job sequence and man-hour estimate; material and equipment requirements including dates; and coordination requirements. (35%)
2. Prepare (weekly) a 'four-week look-ahead' of planned work and participate in "Plan of the Week" meetings to review following week's schedule. Handoff construction documentation and schedules to ED Operations, including but not limited to, work request and job plan detail; drawings and maps; and permits. (20%)
3. Finalize Work Requests and complete additional Work Requests for any associated follow-up activities such as site restoration and pole pick-up. Reconciles material issues with ED Stores and Plant Accounting as needed. (20%)
4. Coordinate job plans with other Planner-Schedulers and communicate results of efforts within the Planning and Scheduling team as wells as the leadership of assigned functional area. (15%)
5. Assist Field Engineers, Supervisors and Managers with quantifying and verifying workload in the following areas: pre-plan of the week, job readiness, and resource availability. (10%)

RELATIONSHIPS
Key Internal: Planner-Schedulers, Area Managers, Operations & Field Engineering Supervisors, Crew Members, Field Engineers, System Operators, Stores and Materials Management.
Key External: Contractors

WORKING CONDITIONS
Occasional overtime required for storm and emergency call sunshine coverage as needed. Occasional travel to other Service Areas to back up other Planners and/or maintain S/A coverage required.

LEVEL 1 - PLANNER SCHEDULER I
Works under a mentor and with regular guidance on assignments of moderate complexity and variety; Periodically, granted moderate decision-making responsibility requiring independent judgment within assigned functional area of responsibility, developing skill and independence over time.

QUALIFICATIONS
Education
Required: Minimum of a High School Diploma or GED
Preferred: Applicable Associates Degree, two-year technical degree or technical certification

Experience
Required: Minimum of five (5) years operations experience in underground and overhead distribution construction, field distribution design and/or lighting design; Experience must include progressively more complex assignments
College degree may be considered in lieu of up to two years of related experience.
Preferred: Proven leadership on projects, and other various assignments, of complexity and diversity is preferred.

Knowledge/Skills/Abilities (KSA)
Required: Must have demonstrated knowledge of the methods, materials, and standard practices of the assigned operations functional area within Electric Delivery; Must demonstrate an understanding of construction, maintenance, and operations for Tampa Electric's transmission and distribution systems, as well as Tampa Electric's Safe Work Practices; Must demonstrate analytical skills, problem solving, and decision-making skills; Good oral communication and attention to detail required, with the ability to optimize and balance all work types; Must have ability to comprehend GIS, work management system (WORKPro) and Microsoft Office Suite.
Preferred: Working knowledge of CIS

LEVEL 2 - PLANNER SCHEDULER II
Works with limited supervisory involvement, and exercises a considerable amount of independent decision making; Performs and/or leads the planning/scheduling on higher complex projects within same functional area and mentors less experienced Planner-Schedulers.

PRIMARY DUTIES AND RESPONSIBILITES
1. Performs the duties and responsibilities of the Planner Scheduler I (Level 1) independently (50%)
2. Generate work requests and determine the appropriate resource requirements (such as labor, materials, equipment, etc.) to effectively schedule field crew jobs. Define required crew types, determine readiness of work requests and facilitate material orders with ED Stores to ensure that crews are supplied with appropriate materials to complete the job. (15%)
3. Coordinate and schedule all ED Operations work, equipment and vehicles associated with outages, stand-by needs, underground line location requests ("one call notifications") and cable repair activities with other parties, such as Distribution Design and Contractors. (15%)
4. Develop cross-area manpower plans with other Planner-Schedulers. Provide Operation Supervisors with detailed information needed to be able to assign work request to specific crews. Lead projects and facilitate meetings. (10%)
5. Review crew paperwork for accuracy and interpret information to ensure compliance with department standards, company policies and IBEW contract provision. (10%)

QUALIFICATIONS
Education
Required: Minimum of a High School Diploma or GED
Preferred: Applicable Associates Degree, two-year technical degree or technical certification

Experience
Required: Minimum of two (2) years of experience as a Planner-Scheduler I, OR a minimum of seven (7) years operations experience (as defined in Level I Experience)
Preferred: A minimum of one (1) year of experience with TEC's work management system (WORKPro), GIS, CIS, and Microsoft Office Suite preferred.

Knowledge/Skills/Abilities (KSA)
Required: Must have demonstrated proficiency in the use of GIS, work management system (WORKPro) and Microsoft Office Suite. Must have the ability to add and change facilities in GIS. Must consistently and proficiently perform the primary duties and responsibilities of the Planner Scheduler I, and/or demonstrate the aptitude to successfully perform the duties and responsibilities of Planner Scheduler II; Abilities must include effectively interpreting and analyzing design drawings, determining planning and scheduling needs and appropriate resource requirements (such as labor, materials, equipment, etc.) within own functional area; Must have demonstrated effective project leadership skills. Must have knowledge and understanding of department standards, company policies and IBEW contract provisions.

LEVEL 3 - SENIOR PLANNER SCHEDULER
Performs highly technical, complex assignments and works in multiple functional areas without supervisory involvement. Exercises fully independent decision making in all areas of day-to-day work.

PRIMARY DUTIES AND RESPONSIBILITES
1. Performs the duties and responsibilities of the Planner Scheduler I & II independently (70%)
2. Determine special job type considerations required for most complex level and multiple functional area work (e.g. flaggers, work area protection, signage and equipment, other MOT requirements). Develop multi-week schedule packets for large scale jobs. (10%)
3. Prepare, distribute, analyze and post Key Process Indicators. Identify alterative solutions to reduce or eliminate root causes for variations in Key Process Indicators. (10%)
4. Directly responsible for mentoring less experienced Planner-Schedulers. May function as a Team Leader, including serving as a 'back up' during the absence of the Manager. (In all storm plan activations or severe storm conditions (i.e. no name storm) Planners will facilitate issuing restoration work to crews. (10%)

SUPERVISION
Indirect: May serve as a 'back up' supervisor during the absence of the Manager

QUALIFICATIONS
Education
Required: Minimum of a High School Diploma or GED
Preferred: Applicable Associates Degree, two-year technical degree or technical certification.

Experience
Required: Minimum of one (1) year experience as a Planner-Scheduler II, OR a minimum of eight (8) years operations experience (defined in Level 1 Experience). Operations experience must include some planning/scheduling.
A minimum of one (1) year of experience with Tampa Electric's work management system (WORKPro), GIS, CIS, and Microsoft Office Suite required.

Knowledge/Skills/Abilities (KSA)
Required: Must have demonstrated proficiency in the use of GIS, work management system (WORKPro) and Microsoft Office Suite. Must have the ability to add and change facilities in GIS. Must consistently and proficiently perform the primary duties and responsibilities of the Planner Scheduler II, and/or demonstrate the aptitude to successfully perform the duties and responsibilities of Senior Planner Scheduler; Abilities must include exercising fully independent decision making in all areas of day-to-day work, and performing highly technical, complex assignments without supervisory involvement.
