Description

TRISTAR is seeking an experienced HR Specialist supporting Equal Employment Opportunity (EEO) to provide professional human resources and EEO support services to the Naval Surface Warfare Center (NSWC) Crane Division. This position supports a wide range of EEO and Human Capital programs and works closely with government leadership to ensure compliance with federal regulations and Department of the Navy policies. The ideal candidate is highly organized, analytical, and comfortable working with sensitive information in a fast-paced federal environment.

Position Responsibilities

  • Provide technical and administrative HR support across multiple functional areas, with a primary focus on EEO Programs
  • Support EEO programs including: EEO Complaints, Alternative Dispute Resolution (ADR), Reasonable Accommodation (RA), Management Directive 715 (MD-715), Affirmative Employment, Special Emphasis Programs.
  • Maintain and update EEO case files, databases, and tracking systems.
  • Prepare reports, briefs, presentations, metrics, and dashboards related to HR and EEO programs.
  • Conduct research and analysis on HR and EEO laws, regulations, and policies (Title 5, EEOC, DON guidance).
  • Support barrier analysis, workforce climate surveys (e.g., DEOCS), and equity data reporting.
  • Assist with MD-715 planning, monitoring, and reporting requirements.
  • Support the Reasonable Accommodation program in compliance with EEOC, Rehabilitation Act, ADA, and DON guidance.
  • Coordinate with employees, managers, Disability Program Manager, and advisory staff on accommodation requests.
  • Support the tracking of RA requests and ensure timelines and documentation requirements are met as requested by the Disability Program Manager.
  • Coordinate with command leadership, HR staff, EEO leadership, and external stakeholders.
  • Prepare meeting agendas, minutes, and presentation materials.
  • Maintain EEO functional mailboxes and SharePoint sites.
  • Ensure strict confidentiality of sensitive and Personally Identifiable Information (PII).
  • Utilize HR and EEO systems such as SharePoint, and internal tracking tools.
  • Support continuous process improvement and documentation of procedures.
  • Assist with records management in accordance with Navy and local policies.
Requirements
  • Experience supporting EEO, HR, or employee relations programs, preferably in a federal or DoD environment.
  • Working knowledge of EEO laws, regulations, and guidance (EEOC, MD-715, RA, ADR).
  • Experience handling sensitive information with discretion and confidentiality.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office (Excel, Word, PowerPoint) and database/reporting tools.
  • Experience using Power BI and/or Power Automate to develop reports, dashboards, workflows, or automated tracking solutions.
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field (or equivalent experience).

Preferred Qualifications

  • Prior experience as an EEO Counselor.
  • Familiarity with Navy or DoD HR systems.
  • Experience supporting MD-715, barrier analysis, or Special Emphasis Programs.
  • Experience working on a secure federal installation.
  • Ability to obtain and maintain required background clearance.
  • Ability to work onsite at NSWC Crane.
  • Occasional use of a government vehicle may be required.
