Overview

The Section Manager for Finance Quality Assurance is responsible for identifying, developing, implementing and coordinating programs to improve financial work practices, processes, compliance, controls and monitoring of emerging risks. The Section Manager provides independent assurance that Finance's procedures, specifications, controls and processes are appropriate and optimal to ensure excellence in the financial work that the organization performs. The Section Manager will develop and lead a team that conducts quality assurance reviews and assessments to improve work practices, processes and controls. This will also involve review of historical trends and the support of the implementation of process improvements and identified corrective actions. Additionally, reviews of corrective action sustainability will be conducted. The Quality Management program will help ensure compliance with Company procedures, specifications, controls, GAPs, and Federal, State and local requirements. The Section Manager will develop Quality Management key performance and risk indicators that will assist Finance to define and measure progress toward organizational goals.

Responsibilities

Core Responsibilities
  • Formulate short, mid, and long-term plans for the implementation of the Finance Quality Management Program to help ensure compliance within the organization.
  • Ensure the integrity of the Finance organizations controls to include the conduct of frequent detailed observations and document reviews.
  • Oversee the completion and reporting associated with compliance reviews. Establish a process to track corrective actions and follow-up actions generated from reviews and incident reports.
  • Work with other CEI quality assurance groups to develop and expand Finances quality assurance efforts to best-in-class while limiting redundancy of quality assurance oversight.
  • Prepare and issue internal reports that measure Finances organizational compliance performance and provide feedback to senior management on areas for improvement.
  • Establish data management systems to collect data from quality assurance reviews and share with the organizations. Identify trends and provide analysis to put a focus on areas of concern.
  • Create and sustain an inclusive work environment that fosters leadership, professionalism, honesty, concern, excellence, and teamwork. Monitor and motivate the performance of employees and provide feedback for their development.
  • Participate in compliance committees, procedure development committees, and training and OSA reviews.
  • Review historical trends and support the implementation of process improvements based on the reviews.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree Engineering, Applied Science, Accounting, Business, Finance, Law or equivalent and 8 years of relevant work experience in Finance Quality Assurance or
  • Master's Degree and 6 years of relevant work experience in Finance Quality Assurance.
Preferred Education/Experience
  • Master's Degree Engineering, Applied Science, Accounting, Business, Finance, Law or equivalent 6 years of relevant work experience
Relevant Work Experience
  • 5-7 years Relevant work experience in Finance Quality Assurance, required.
  • 3-5 years Experience in an operational, technical (i.e. legal or quality assurance) or utility field, required.
  • Experience and understanding of corrective action development and root cause analysis, required.
  • Must possess strong oral and written communication, presentation, and interpersonal skills, required.
  • High energy level, process orientation with proven ability to develop and implement innovative process improvement initiatives, required.
  • Computer literacy required with strong computer skills including proficiency with Microsoft Office Suite products. Working understanding of various database applications, required.
  • Demonstrated ability to lead, participate in and manage teams, required.
  • 5-7 years Experience within a formal quality assurance or auditing environment, preferred.
  • Project Management certification and Lean/Six Sigma or other Quality Assurance/Quality Management certification, preferred.

  • Certified Public Accountant (CPA) Preferred
  • Other: Certified Financial Analyst Preferred

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
