Purpose of Job: Responsible for fleetwide configuration management and supervision of the assigned NSMV Training Ship's Maintenance and Configuration while they are inport and dry-dock, including providing direction to all shipyard and repair vendor personnel engaged in vessel repairs. As a General Agent team member to MARAD, this person oversees changes, installation and repair of marine power plants, propulsion systems, heating and ventilating systems, and other mechanical and electrical equipment in ships and marine facilities by performing the below main duties and responsibilities. Authority/Judgment/Disclosure/Financial Responsibility: Authority Selections: Limited supervision. Work is performed on its own responsibility after assignment, with some choice of method. Occasionally develops own method. Judgment Decisions: Mistakes and errors in judgment are serious in nature, causing considerable loss of money, production time, or adversely affecting customer relations. Disclosure of Information Selections: This position involves regular work with some information which, if disclosed, might have adverse internal effects or objectionable outside results. Financial Responsibility Selections: Purchases supplies necessary for performance of personal or immediate work group's job functions. Skills: SUPERVISORY RESPONSIBILITIES: Directly supervises consultant port engineers and crew of vessels under his responsibility. Fulfills supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; evaluating performance; addressing complaints and resolving problems. QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. LANGUAGE SKILLS: Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to draft reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public. MATHEMATICAL SKILLS: Ability to apply advanced mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Education: Bachelor's degree (B.S.) in Marine Engineering from a certified maritime academy or four-year college or university; three years of documented Port Engineer experience for large tonnage ocean- going vessels; and five years seagoing experience as a Chief Engineer or First Assistant Engineer, or a minimum of five years of ship repair experience with progressive responsibilities; or equivalent combination of education and experience. CERTIFICATES, LICENSES, REGISTRATIONS: Engineer's License, preferred. OTHER SKILLS and ABILITIES: Comprehensive knowledge of technical manuals and drawings, shipboard arrangement, and organization, functioning of machinery, repair techniques, costs, and report preparation. Intimate knowledge of various software programs, both shoreside and shipboard. Physical Requirements of the Position: Medium work: Exerting up to fifty pounds of force occasionally, and/or up to twenty pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Visual Requirements of the Position: Visual requirement equal to that for clerical administrative whose work deals largely with preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading, etc. Physical Demands of the Position Place the corresponding letter next to each category.
