Department Overview

The Operational Risk Validation team is focused on assessing and validating risk mitigations and controls to determine the effectiveness of PG&E's programs to address the highest risks for the enterprise. The goal is to confirm the right work is being done in a way that truly reduces risk, and to strengthen how we collectively quantify actual risk reduction based on units of work completed. This team partners closely with the existing risk, compliance, and operational groups, digging a few levels deeper beyond compliance. This includes observations in the field and dialogue with front-line employees to better understand operational risks, inform future risk reduction programs, and advocate for needed resources or support. Risk-reducing work for the top-tier enterprise risks is assessed, while responding to industry disruptors and emerging risk factors that may not fit neatly into existing risk frameworks. These assessments and resulting recommendations evaluate whether operations are meeting legal, regulatory, and other commitments -- and beyond this, determine whether we are truly reducing risk to an appropriate level, including evaluation of effectiveness of mitigations/controls.

Position Summary

Accountable for assessing and validating risk-informed plans and key work systems for Gas Operations. Seeks to create and sustain a leading end-to-end work system assessment framework to validate safety, quality, and compliance in support of PG&E risk management and business goals. Partners with and supports Gas Operations through the co-development and implementation of the Operational Risk Validation program, with a focus on the highest impact risks.

This position is hybrid, working from your remote office and your assigned work location based on business needs or company requirements. The assigned work location will be within the PG&E Service Territory and will be agreed upon by the successful candidate and hiring leader.

PG&E is providing the full salary/pay range for this position. The actual amount paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The range to reasonably expect will be around the minimum and the midpoint <$Min - $Mid of the range>. The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E's discretionary incentive compensation programs.

Reporting Relationship

This position reports to the Director, Operational Risk Validation for Gas Operations.

Job Responsibilities

  • Supports line of business asset owners, process owners, and risk owners to examine and address work system opportunities. Evaluates operations-specific mitigation/control plans.
  • Conducts field observations meant to build understanding of the work and to further develop relationships with those that conduct the work.
  • Assesses key processes, via a standardized end-to-end work system framework, to validate the effectiveness of processes and controls to mitigate risk. Continuously improves the framework based on iterative experience.
  • Validates risk-related commitments and risk model use supporting work planning.
  • Identifies, analyzes, and makes recommendations on areas of potential risk to safety, quality, compliance, or success of organizations.
  • Analyzes and provides expert insight on quality assurance and operational risk management issues found during various risk validation assessments.
  • Manages a wide variety of complex and detailed program components for the purpose of ensuring effective risk management
  • Drives and models a culture of curiosity and speak up, with a spirit of humility and listening to understand past work, current gaps and opportunities for new approaches and new thinking.
  • Prepares a wide variety of complex materials (e.g. plans, budgets, reports, analyses, recommendations, procedures, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, making presentations, and/or providing reference materials.
  • Produces reports and presentations that outline findings, explain risk positions, and recommend changes. Partner with Internal Audit, Compliance, and operational verification organizations in lines of business to ensure alignment of verification assessment activities.

  • This position will be required to travel 30% for onsite evaluations to see first-hand work in progress, interview front-line employees, and meet with leaders.

Qualifications

Minimum

  • Bachelor's degree in Engineering, Business, Finance, or job-related discipline or equivalent experience
  • 10 years of successful professional experience with utility (or similar) operations management
  • Proven track record of driving successful change management and process health.

Desired

  • Master's Degree in Engineering, Business, Finance or job-related discipline or equivalent experience
  • Operational, integrity management, planning, and process experience with Gas Operations
  • Experience with and understanding of the drivers of risks on the Gas Operations assets
  • Risk Management and/or quality assurance experience
  • Strong analytical and risk assessment skills
  • Ability to communicate effectively through presentations and individual discussions with managers and employees
  • Adept at addressing issues with empathy, diplomacy and tact
  • Excellent communication skills and attitude necessary to establish and maintain positive working relationships with all management and coworkers.
