Nature of Work: This is advanced technical and supervisory engineering work performed in the field, a laboratory, or an office. Work involves supervising and participating in the design, planning, and scheduling of projects. Employees are responsible for managing programs and program budgets, supervising subordinates within the program, coordinating among departments, and meeting with contractors, consultants, City staff, the general public, and other stakeholders to discuss Public Works issues. An employee in this classification exercises considerable independence in the performance of duties, oversees the work of subordinates, and receives general guidance from a superior.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

High school graduation or its equivalent
AND
Ten (10) years of professional technical experience or construction management experience, five (5) years of which must have been in a supervisory capacity and/or project/contractor management capacity.
OR
An equivalent combination of education and experience.

Special Qualifications: Must be able to drive or coordinate transportation to work sites throughout the city during the course of the workday.

Pay Range: $79,622.40 with step increases to $113,318.40 Annually

Who Can Apply: Applicants for a closed competitive posting are required to meet the following: Candidates must be a current or former City of Omaha employee in any of the following categories: Part-time, Seasonal, Classified, Unclassified, or Probationary, who has worked, at the time of application, at least 1,040 cumulative hours within the last 5 years and has been employed by the City at sometime within the last 18 months and who meets the qualifications as set forth in the posting.

Examination Information: The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be given to candidates once their application has been received, reviewed by a recruiter, and accepted to test for the position. The form must be completed and returned to the Human Resources Department by March 18, 2026 (passing score 60%). Final eligibility list will be the training and experience form weighted 100%.

Required Knowledge, Skills, and Abilities:

* Knowledge of, and ability to operate, computers and other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.
* Knowledge of construction principles and practices, materials used, and tools and equipment common to the construction industry.
* Knowledge of engineering drafting techniques.
* Knowledge of the laws, ordinances, and codes governing public and private construction work.
* Knowledge of soil, concrete, and asphalt testing procedures.
* Knowledge of current construction materials and labor costs.
* Skill in preparing, interpreting, and reviewing engineering plans, blueprints and specifications.
* Ability to learn and adapt to advances in computer and electronics device technology and software.
* Ability to plan and supervise the work of a group of subordinates.
* Ability to perform precise survey work, perform engineering computations, and produce field notes.
* Ability to understand oral or written instructions.
* Ability to adhere to safety policies, procedures, and guidelines.
* Ability to establish and maintain effective working relationships with fellow employees and members of the general public.

* Supervises and participates in engineering studies and analyzes areas of concern.
* Plans, schedules, oversees, reviews, and evaluates the work of subordinates.
* Prioritizes and coordinates work projects, orders parts and supplies, and provides technical support.
* Serves as a technical expert on the project objectives and standards of the City.
* Manages projects performed by outside agencies by preparing or reviewing plans and bid documents, setting and adjusting schedules, negotiating, selecting, and meeting with contractors and consultants, recommending approval or rejection of completed work, and ensuring compliance with Federal standards and regulations and City codes, specifications, and standard plates.
* Manages the performance of technical activities for programmatic operation and maintenance of City infrastructure.
* Develops agreements between multiple City departments for the maintenance of various types of management systems.
* Manages complex projects and provides plan reviews for compliance with City codes, specifications, and standard plates, including Federal standards and regulations.
* Coordinates and oversees the inspection and assessment of material condition and other technical data pertaining to city-owned assets and provides recommendations on priority and repair/refurbishment.
* Oversees and participates in the evaluation of project requirements, the design of construction projects, and the preparation of project specifications, plans, and cost estimates.
* Prepares and administers contracts for the construction, maintenance, and rehabilitation of bridges, sewers, green infrastructure, sidewalks, streets, and City-owned facilities corresponding with other divisions and private entities.
* Schedules and facilitates pre-construction meetings with contractors, representatives of utility companies, and members of other City divisions to coordinate work, resolve problems, and disseminate information.
* Supervises the inspection and construction of assigned projects.
* Participates in the development and implementation of construction standards and specifications.
* Verifies completion of projects by on-site inspections to ensure compliance with specifications. Prepares punch list, submits to contractor, and ensures the Certificate of Completion is received.
* Compares test data with established standards to ensure that materials and workmanship comply with those standards.
* Prepares cost estimates and payment documentation and approves payment to contractors and consultants.
* Provides technical assistance and cost estimates to the division manager in the preparation of budgets for proposed projects.
* Prioritizes schedules, assigns work, and supervises division personnel in the completion of construction, maintenance, inspection projects or drafting duties, and special projects.
* Plans, develops, and schedules training sessions, maintains attendance records, and assists in the development and implementation of safety policies and procedures.
* Maintains inventories and inventory records of equipment and materials, oversees equipment maintenance, determines the needs of each for assigned maintenance operations or projects, and recommends purchases to keep stock at adequate levels.
* Coordinates title searches and field surveys.
* Administers residential street and sidewalk rehabilitation and inspection programs.
* Receives and resolves complaints from the public.
* Provides information to the public and all interested parties regarding the progress of assigned projects.
* Reviews and recommends all construction plans, specifications, and bidding documents prepared by architects and engineers to verify standards and techniques meet City standards.
* Prepares documentation for change orders, submits to contractor, and reviews with administration.
* Verifies pay applications for accuracy and completeness and submits to administration for approval and payment.
* Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
* Performs other related duties as assigned or as the situation dictates within the scope of this classification.
