The Savannah River National Laboratory (SRNL) is seeking a Lead Subcontractor Technical Representative (STR) to provide expert technical oversight of construction subcontractors supporting mission-critical infrastructure, laboratory facilities, and capital improvement projects.

This position serves as the Laboratory's on-site technical authority responsible for ensuring construction subcontractors execute work safely, compliantly, on schedule, within scope, and to the highest standards of quality. The Senior STR acts as the primary technical interface between Laboratory project management, construction management, safety organizations, engineering authorities, and subcontractor field leadership.

This role requires deep knowledge of federal construction oversight, DOE orders, and complex facility environments including commercial, nuclear, radiological, high-hazard, or mission-critical infrastructure.

Construction Oversight & Field Leadership

  • Provide day-to-day technical oversight of subcontractor construction activities.
  • Ensure compliance with contract documents, technical specifications, drawings, and Laboratory standards.
  • Monitor field execution for quality, safety, environmental compliance, and schedule adherence.
  • Review and validate subcontractor work plans, hazard analyses (AHAs), and installation methodologies.
  • Conduct field inspections and document performance.

DOE & Regulatory Compliance

  • Ensure compliance with applicable DOE Orders (e.g., DOE O 413.3, DOE O 420.1, DOE O 422.1 as applicable), federal regulations, and site-specific requirements.
  • Support readiness reviews, operational acceptance, and turnover documentation.
  • Verify proper implementation of Integrated Safety Management (ISM) principles.
  • Coordinate with Quality Assurance to ensure adherence to NQA-1 where applicable.

Technical Coordination

  • Interface with design engineering to resolve technical discrepancies and field conditions.
  • Review submittals, RFIs, change requests, and field modifications for technical adequacy.
  • Support constructability reviews and value engineering discussions.
  • Provide technical input into cost and schedule impact assessments.

Performance & Risk Management

  • Identify and escalate construction risks, safety concerns, and performance issues.
  • Recommend corrective actions and ensure resolution.
  • Monitor subcontractor productivity and workmanship.
  • Support claims avoidance through proactive issue resolution and documentation.

Project Support

  • Participate in project planning, pre-construction meetings, and kickoff sessions.
  • Contribute to commissioning and turnover activities.
  • Assist in development of independent government cost estimates (IGCEs) when needed.
  • Mentor junior STRs and field oversight personnel.

Minimum Qualifications:

  • Bachelor's degree in Engineering, Construction Management, Architecture, or related technical field (or equivalent combination of education and experience).
  • Minimum 10+ years of progressive construction experience, including oversight of complex commercial, industrial, or government projects.
  • Experience overseeing subcontractors in a regulated environment (DOE, DOD, nuclear, or high-hazard industrial setting preferred).
  • Strong working knowledge of construction codes, safety standards (OSHA), and quality control processes.
  • Experience reviewing drawings, specifications, and construction submittals.
  • Demonstrated ability to lead field coordination across multiple stakeholders.
  • For ability to obtain and maintain a security clearance, US Citizenship is Legally Required

Preferred Qualifications

  • Experience on DOE capital asset projects under DOE O 413.3 or similar type of projects.
  • Familiarity with nuclear facility construction or safety-class/safety-significant systems as well as commercial/industry standards for non-nuclear/high hazard construction.
  • Knowledge of NQA-1 quality requirements.
  • Experience with commissioning, startup, or readiness processes.
  • Prior experience as a COR, STR, or owner's representative.

Work Environment

  • Primarily field-based with frequent site walks and inspections.
  • Exposure to active construction environments.
  • May require occasional extended hours to support critical path activities.
