Location: Remote/Virtual - Must work and live in the state of Michigan

Travel within State of Michigan required



Purpose: The Senior Strategic Advisor - HIE Governance & Bureau Operations serves as a senior-level strategic and operational leader supporting the Bureau Director in advancing Health Information Exchange (HIE) governance priorities, overseeing financial stewardship of MPHI master contracts, and coordinating high-level bureau operations.

This position functions as a chief-of-staff-type role, ensuring alignment between strategic vision, governance infrastructure, fiscal accountability, and cross-agency implementation efforts. The role requires strong policy acumen, financial oversight expertise, executive-level communication skills, and the ability to manage complex stakeholder environments.



Duties and Responsibilities:

Health Information Exchange Governance Leadership (40%)



  • Develop and implement HIE governance structures, ensuring alignment with state and federal regulations.
  • Facilitate coordination and implementation of statewide HIE governance structures, policies, and operational frameworks.
  • Support development and refinement of governance charters, bylaws, advisory structures, and decision-making processes.
  • Serve as liaison to governance bodies, advisory councils, and cross-sector partners.
  • Ensure governance alignment with federal and state regulations, CMS guidance, and strategic HIT priorities.
  • Prepare briefing materials, executive summaries, and policy analyses for leadership and external stakeholders.
  • Track action items and ensure follow-through on governance decisions.



Financial Management & MPHI Master Contract Oversight (30%)



  • Provide strategic financial oversight of MPHI master contracts supporting Bureau initiatives.
  • Monitor contract budgets, scopes of work, deliverables, amendments, and timelines.
  • Support procurement planning and alignment of fiscal resources with strategic priorities.
  • Collaborate with finance teams to track expenditures and forecast budget impacts.


Strategic Planning & Chief-of-Staff Support (30%):



  • Serve as a strategic advisor and thought partner to the Bureau Director.
  • Support bureau-wide priority setting, performance tracking, and operational coordination.
  • Draft executive-level communications, memos, presentations, and legislative responses.
  • Coordinate cross-team initiatives and ensure alignment across programs.
  • Manage special projects at the direction of the Bureau Director.
  • Facilitate leadership meetings, develop agendas, and track outcomes.
  • Identify operational improvement opportunities and implement process enhancements.
  • Always represent the best interests of MPHI and MDHHS.
  • All other duties as assigned.



Qualifications/Requirements:

Education: Bachelors required; Masters degree or higher preferred



Experience: Minimum five years of financial/ grant management with health/human services experience. Minimum of five years' experience in health IT field supporting health information exchange. Must demonstrate prior ability to get up to speed on new content very rapidly. EGrAMS experience and/or experience with grant and contract management. Advanced knowledge of health information exchange (HIE), interoperability, and governance frameworks.

  • Experience operating successfully in a rapidly evolving, sometimes high-pressure environment.
  • Ability to work collaboratively with diverse teams and stakeholders.
  • Proficient in data analysis and report generation.



Work Environment and Physical Requirements: Position has potential for fully remote or hybrid work (subject to Office of the State Employer determinations on State of Michigan Work from Home Policy and MDHHS epidemic orders). If in-person work is required, this position will be based in Lansing, and may require limited in-state travel. Requires a valid vehicle operator's license and access to a vehicle to attend off-site meetings, conferences, and trainings.
