Senior Manager, Network Infrastructure

HealthPartners is currently hiring a Senior Manager, Network Infrastructure. The Senior Manager leads the strategy, design, and delivery of HealthPartners' enterprise network environment, ensuring secure, reliable, and highperforming data services across the organization. This role shapes the technical direction of network services and drives major network initiatives from planning through execution, while maintaining alignment with the organization's overall technology strategy and longterm objectives.

This position is accountable for the availability, performance, security, and monitoring of the Enterprise Network, ensuring consistent and dependable connectivity for critical business systems and applications. The Enterprise Network is foundational to HealthPartners' digital services and overall technology operations.

The Enterprise Network includes, but is not limited to, core switching and routing, wireless infrastructure, data center fabric, application load balancers, firewalls, Internet connectivity, DNS, DHCP, NTP, cloud networking, client remote access, sitetosite VPNs, carrier WAN services, LAN, DDoS protection services, lowvoltage networking, and cellular connectivity.

In addition, this role provides strategic and operational leadership for the IT Network Services teams and collaborates closely with other IT teams and business partners to support change initiatives, contractual and vendor requirements, and the planning and execution of new hardware and software installations or upgrades. These efforts focus on enhancing functionality, strengthening resilience, and aligning network capabilities with evolving business needs.

Reporting to the Vice President of IT Infrastructure Technology and the Chief Information Security Officer (CISO), the Senior Manager leads a team of 16 professionals and oversees an enterprise network spanning 158 locations, including hospitals, clinics, and a distributed remote workforce-helping ensure technology capabilities that support highquality care and organizational excellence.

Required Qualifications:

  • Bachelor's degree in Computer Networking, Information Technology, or a related discipline, or an equivalent combination of education and professional experience.
  • Fifteen (15) years of experience in IT network technology and/or network architecture
  • Five (5) years of people management experience
  • Five (5) years of experience leading midsized to enterprisewide technology projects.
  • Strong vendor management and contract negotiation skills
  • Budget management and forecasting experience.
  • Experience with large scale Cisco Layer2/3 switch and router deployment, (Network Infrastructures) in a multi-site, multi-protocol environment.
  • Proficient with a multi-homed Internet deployment; inside and outside cable plant infrastructure and standards, DNS, DHCP, and Network Security Infrastructure Systems
  • Expertise with architecture framework development, system design, and architecture deployment.
  • Experience with Software Defined Access Methodology - Security & Segmentation, including implementation of both macro (virtual networks) and micro (specific user/device) segmentation to secure IoT and user devices.
  • Effective communication skills, written and verbal across hierarchical levels and varying levels of experience or base knowledge with network architecture.
  • Proficient knowledge and experience of:
    • Cisco - Network and Security frameworks, ZeroTrust
    • Carrier Services - Wave, E-Access, Internet, Point-Point, MOE, DWDM, SONET.
    • Network and Routing protocols.
    • Routing Protocols- EIGRP, OSPF, BGP, and IBGP
    • Misc- DNS, DHCP, IDS/IPS, Web Security Appliances, Load Balancing systems, Firewalls, etc.

Hours/Location:

  • M-F; core business hours
  • This position participates in a quarterly oncall management rotation to support operational continuity.
  • This position provides afterhours oncall coverage and supports change management activities as needed.

Responsibilities:

  • Responsible for the supervision of staff, including having the authority to hire, transfer, lay off, promote, discipline and discharge, train, reward, and review performance of employees. Ensures compliance with organizational and departmental policies and procedures.
  • Develops, approves, and implements controls, policies, standards, and procedures that affect or are supported by Network Services.
  • Leads and participates in multi-team projects, managing resources to ensure the appropriate experience, knowledge and skill sets are participating in projects.
  • Approves and initiates enhancements and changes to Network, collaborating with HealthPartners' Business and IT Management and Leaders.
  • Oversee development, maintenance and operational activities within HealthPartners Network Program and Infrastructure.
  • Accountable for effective, efficient, and secure change management to HealthPartners Network.
  • Monitors network utilization levels, capacity trends, and throughput; forecasting HealthPartners' network service growth and ensuring operating service levels are maintained.
  • Creates feasibility studies, time and cost estimates, and proposed solutions for IT and Business needs; provides input towards what is on the horizon for technology development and Business needs.
  • Proposes network initiatives to meet HealthPartners' needs; provides input towards horizon planning for future technologies.
  • Manages and maintains contractual agreements for network services and products to ensure HealthPartners' security, financial viability, and HealthPartners' best interests.
  • Develops and maintains HealthPartners' network strategy; ensuring the appropriate network architecture and standards are defined and implemented.
  • Manages the planning and maintenance of budgets for multiple accounting units within an IT area.
  • Develops and monitors key performance indicators to ensure continued availability, throughput, and security of HealthPartners' network services.
  • Participates in technical standards and review committees, ensuring the integrity of HealthPartners technical underpinning architecture.
