To manage, plan, and direct fraud and legal mitigation frameworks, measurements, methodologies, policies, standards, and procedures for the Real Estate Lending (REL) Servicing & Specialized Operations Division to ensure the overall effectiveness and compliance of programs and operations. Ensure Specialized Mortgage Servicing & Support processes and strategies align with Real Estate Lending (REL) business initiatives, achieve business objectives, improve the quality of service, mitigate exposure to fraud and legal concerns, and provide support to the entire branch in regulatory changes, process improvements and risk liaison activities. Collaborate with other REL business units, Compliance, Office of General Counsel, and Security to assess and support operations by developing effective strategies, tactics, and solutions. Ensure adherence to laws, regulations, policies, best practices, and industry standards related to the activities of the business unit.

Responsibilities

  • Conceptualize and oversee the implementation of tools, methods, processes, and strategies to identify and mitigate mortgage misrepresentation and loss to collateral and ensure best practices and compliance with regulations and policies
  • Manage and oversee the timely and effective resolution of mortgage reviews for misrepresentation, processing of collateral change requests, successor in interest validations, power of attorney reviews, legal case review and assistance, member complaints, research for internal matters, implementation of process improvements and audits and exams or remediation efforts
  • Manage incoming legal notices related to Real Estate transactions
    Serve as SME for issues related to court actions involving mortgage misrepresentation and/or real estate collateral to protect NFCU assets and represent Navy Federal in legal proceedings
  • Serve as point of contact for audit, examinations, remediation efforts, regulatory changes and process improvement projects related to REL Servicing & Specialized Operations functions
  • Partner with management and key staff from other business units to identify processes, reduce misrepresentation and internal fraud issues, and develop solutions
  • Ensure understanding and implementation of new policies and procedures
  • Develop and translate strategy and goals into branch objectives, plans, and actions
  • Assist with strategic planning and goalsetting for the division
  • Consult with key strategic partners to ensure branch objectives align with division and department goals
  • Direct the development of key projects/initiatives in consultation with business partners
  • Measure and evaluate the success of the team's programs to determine the effectiveness of the business units' adherence to legal, investor, and compliance requirements and best practices
  • Ensure team training is in full compliance with all applicable statutory requirements and Navy Federal policies, procedures, rules, regulations, and values
  • Manage relations with the Office of General Counsel (OGC), Regulatory Compliance, Enterprise Risk Management (ERM), Lending, Information Security and other NFCU Business Units, Audit and regulators to support division initiatives and objectives
  • Oversee quality control audits to ensure compliance with applicable federal and state laws, rules, regulations, and NFCU policies and procedures
  • Oversee the management of projects that support REL Servicing & Specialized Operations, assign responsibilities based on priority, staff availability, and resources
  • Acquire and assess production data and statistics to develop effective recommendations for management actions/initiatives
  • Perform other duties as assigned

Qualifications

  • Significant experience managing related activities in mortgage or other financial services industry
  • Expert knowledge of pertinent federal and state laws, rules and regulations, policies, best practices, and industry standards related to mortgage activities
  • Extensive experience managing multi-dimensional teams and projects which involve organization, holding strategy and status meetings, planning, and motivating and managing the project team
  • Significant experience working with internal audit and external examiners
  • Significant experience in leading, guiding, and mentoring others
  • Advanced leadership skills and the ability to guide others and prioritize multiple duties to achieve results in a multi-tasked, time sensitive office environment
  • Advanced organizational, planning and time management skills
  • Advanced analytical/quantitative, reconciliation and deductive reasoning skills
  • Advanced skill developing and implementing programs in a leadership role
  • Advanced skill building effective relationships with all levels of staff, management, stakeholders, and vendors, through rapport, trust, diplomacy, and tact
  • Advanced skill to influence, negotiate and persuade to reach agreeable exchange and positive outcomes
  • Advanced skill exercising initiative and using good judgment to make sound decisions
  • Effective skill in building strategic and execution-focused plans and alliances with partner leadership
  • Effective skill in the use of PCs and related software packages
  • Advanced verbal and written communication skills
  • Bachelor's Degree in Business Administration, Finance, related field, or the equivalent combination of education, training, and experience

Desired Qualifications

  • Working knowledge of NCUA and FFIEC regulations
  • Knowledge of Navy Federal's functions, philosophy, products, and services
  • Regulatory Compliance Certification such as NCCO
  • Fraud Examiner certification such as CFE
  • Certification or advanced knowledge of data analytics
