Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in business administration, insurance, risk management, public administration, statistics, law, or other comparable field and experience equivalent to five years of full-time responsible professional work related to business management, providing compliance services within any insurance-related or other regulated industry, or practicing law.

NSQs:

  1. Possession of the Certified Insurance Examiner (CIE) certification from the Insurance Regulatory Examiners Society (IRES) and at least 2 years' experience as a Market Reg Exam Advanced. CIE certification and 2 years' experience as a Market Reg Exam Advanced may be substituted with Certified Financial Examiner certification as recognized by the Society of Financial Examiners and with 5 years of market conduct and/or financial examination experience.
  2. A valid vehicle operator license

Overview

This classification has a moderate sized workload functioning at the working level and is responsible for analyzing the operations of insurance companies and their compliance with appropriate laws, regulations, and standards. This class differs from that of Market Reg Exam Advanced in that the incumbent of the latter is not responsible for organizing, scheduling, and assigning examiners. This class also differs in that the Senior Market Reg Examiner supervises Market Regulation Examiners and are responsible for performance reviews. Senior Market Reg Exam Advanced must have obtained the Certified Insurance Examination (CIE) certification from the Insurance Regulatory Examiners Society (IRES) and have at least 2 years' experience as a Market Reg Exam Advanced. CIE certification may be substituted with Certified Financial Examiner certification as recognized by the Society of Financial Examiners and with 5 years of market conduct and/or financial examination experience.

Responsibilities

1. Reviews insurance company market conduct/regulation including company underwriting, claims, producer licensing, policyholder service, operations/management, complaint handling, marketing, and sales, etc. to determine the company's compliance with insurance market regulations.
2. Analyzes required lines of business for insurance companies to identify values outside of industry standards (ex: MCAS, MARS).
3. Participates in multi-state market conduct examinations. Reviews Regulatory Settlement Agreements (RSA) and routes for Commissioner approval.
4. Reviews requests from insurance companies to reopen MCAS filing for corrections. Reviews waivers and extension requests associated with MCAS filings.
5. Serves as Examiner-In-Charge or supervisor over Market Regulation examinations and continuum actions. Performs assigned exam procedures using the NAIC Market Regulation Handbook and Tennessee Guidelines.
6. Documents results of the assigned procedures in audit software (ex: TeamMate).
7. Prepares memos, notes of exam meetings, and findings for reports, management letters, or MARS reviews. Reports work findings to assigned supervisor.
8. Comprehends and maintains advanced knowledge of NAIC Market Regulation Handbook, Tennessee Code Annotated (TCA), Tennessee Rules and Regulations, and National Association of Insurance Commissioners (NAIC) standards. References databases such as State Based Systems (SBS) and I-SITE.
9. Maintains professional communications with both internal and external parties including other state insurance agencies, contractors, specialists, insurers, and other related customers.
10. Assists other Insurance Examiners as directed. Serves as an internal resource for other Commerce and Insurance employees outside of the Insurance Examinations section.
11. Performs performance appraisals for assigned examiners and trains Market Regulation Examiners.
12. Travels in and out of state to perform examinations.
13. Attends all mandatory meetings and training. May attend conferences (ex: Insurance Regulatory Examiners Society Career Development Seminar).

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:

  • A valid driver's license
  • For the past five years, the candidate's driver record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations.
