Job Summary

The Fiscal Analyst serves as the subject matter expert and liaison for Travel and Accounts Payable transactions in the Financial Management System (FMS) and also supports the functions of contracts/agreements and procurement cards.

The analyst works independently, utilizing judgment to apply standard fiscal operation techniques, procedures, and criteria to evaluate and analyze issues, resolve problems, ensure compliance with administrative regulations, and review and approve FMS transactions. The position requires high attention to detail and a thorough knowledge of fiscal regulations, policies, and processes.

Essential Functions

30% - Serves as the subject matter expert and primary fiscal approver for professional growth, department-funded, and athletic travel authorizations and expense reports; applies established policies, procedures and regulations; responds to inquiries and requests and provides technical and analytical support

25% - Serves as college subject matter expert for Accounts Payable transactions; helps resolve invoice/voucher discrepancies; approves vouchers for Payment Requests, capital projects, and future year invoices; monitors Purchase Order activity (to include spending, online receiving, and invoicing); tracks payments to suppliers upon request; submits year-end accruals to Accounts Payable; serves as the liaison for District Accounts Payable and Supplier Management functions

25% - Performs complex research and analysis by running queries to extract and then analyze data using advanced spreadsheet functionality; prepares reports and documents; prepares and submits financial entries, such as journals and expense corrections, with appropriate documentation; plans and conducts one-on-one and group training for stakeholders and makes presentations on a variety of fiscal topics, including spreadsheet functionality, running queries, Accounts Payable processes, financial transactions, and Purchase Order Inquiry; researches, interprets, and advises on fiscal policies, procedures, and regulations; provides technical direction and advice to resolve issues and customer concerns

10% - Monitors procurement card transactions for travel-related purchases and contract/agreement exceptions; conducts compliance checks for monthly transactions by cardholders/reviewers ensuring transactions are in compliance with purchasing policies and procedures; verifies documentation, tax coding, and chartfield accuracy

10% - Serves as back-up for entering contracts/agreements in the Contract Lifecycle Management (CLM) system for fiscal and administrator (or Legal) review and approval; ensures compliance with procurement and legal regulations; monitors other CGCC entry statuses; updates contract/agreement tracking sheet

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in finance, accounting, business or public administration or related field and two (2) years of experience providing professional financial analysis and support in the areas of finance, payroll, budgeting, or a closely related financial/fiscal area of assignment.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. Three [3] years of experience with principles and practices of fiscal operations in higher education, non-profit, or governmental environment
B. Three (3) years of experience working with Accounts Receivable or Accounts Payable functions and transactions
C. Advanced level PC skills with demonstrated proficiency using Microsoft Excel or Google Sheets (pivot tables, VLOOKUP) and Microsoft PowerPoint or Google Slides
D. Experience with web based financial software systems, such as PeopleSoft ERP (Financial Management System), including travel, requisition/purchase order, and procurement card modules
E. Experience presenting to and/or training others on fiscal policies and procedures
F. Proficiency with database software to extract/download data for reporting and data manipulation purposes and experience creating reports
G. One year of full-time, relevant MCCCD experience within the previous two years.
**** Experience within other community college systems or higher education institutions is valued and may be considered in addition to MCCCD experience. External candidates are encouraged to apply.

Special Working Conditions

Positions in this class typically require: fingering, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions: Work is routinely performed in an indoor, office environment.
