Business Analyst/Requirements Analyst
MicroHealth is seeking a Business Analyst/Requirements Analyst to support our client and team. The Business Analyst will work closely with the Indian Health Service (IHS) Division of Data Management and Analytics (DDMA) Program Management Office (PMO) team, specifically supporting the National Patient Information Reporting System (NPIRS). The primary focus will be on applying best practices as outlined in the Project Management Process Standard Operating Procedures (SOP) to capture, document, and communicate technical requirements, including design, build, and test plans for assigned projects. The role requires a proactive approach to identifying, validating, and mitigating technology risks.
This is a remote position.
Primary Role and Evaluation Criteria:
The IHS NPIRS Business Analyst will be evaluated based on the following ten core competency areas:
Strategic Analytical Thinker with Problem-Solving Skills
- Translate vague goals into clear problem statements, outcomes, and success measures
- Identify stakeholders, decision-makers, and competing priorities
- Define scope boundaries and distinguish MVP (Minimum Viable Product) from "nice-to-have" features
- Assess operational and functional baselines to define direction and strategy for agile development projects
Elicitation and Documentation Requirements
- Run effective discovery sessions: interviews, workshops, observation, and document analysis
- Convert needs into epics, user stories, and testable acceptance criteria
- Capture business rules, assumptions, dependencies, and constraints
- Maintain traceability from requirement design test release using Requirements Traceability Matrices (RTM)
- Effectively communicate requirements to technical developers during grooming sessions
- Document customer requirements clearly and comprehensively, ensuring alignment with business needs
Data and Analytics Literacy
- Understand metrics/KPIs, grain/aggregation, and dimensional modeling concepts
- Define data requirements: sources, transformations, and validation rules
- Reconcile and validate results; prevent metric drift
- Apply best practices in health IT to create conceptual business models and identify relevant issues for data analytical and visualization solutions
Process and Workflow Modeling
- Map "as-is" and "to-be" processes using flowcharts and process flow diagrams
- Identify pain points, control points, and automation opportunities
- Define roles, handoffs, exception paths, and operational impacts
- Provide expertise in business process and system analysis, design, improvement, and implementation efforts
UX and Communication Artifacts
- Create and critique wireframes, user journeys, prototypes, and screen specifications
- Develop project wireframes for user stories, translating conceptual requirements into visual representations
- Ensure usability and accessibility requirements are captured (e.g., Section 508 compliance)
- Write clear functional specifications developers can implement without guessing
- Deliver clear business requirement documents and presentations
Testing and Quality Leadership
- Define UAT (User Acceptance Testing) strategy and write UAT scripts/test cases
- Support UAT execution, defect triage, retest, and regression planning
- Establish "Definition of Done" including data validation and performance criteria
- Oversee documentation of user requirements and support post-implementation activities
Agile Delivery and Backlog Management
- Perform backlog refinement, story slicing, and dependency management
- Partner with PMO on prioritization and release planning
- Support sprint ceremonies with actionable requirements and clarifications
- Work under minimal supervision with initiative and independent judgment in support of agile project management methodology
- Demonstrate strong development background with experience in incremental software development projects using Agile Scrum methodologies
Stakeholder Management and Facilitation
- Facilitate requirements gathering and user story review meetings
- Facilitate conflict resolution and decision-making processes
- Communicate tradeoffs (scope/time/cost/risk) clearly to leadership
- Manage change requests and prevent scope creep
- Ensure effective communication with project team members and customers throughout the project lifecycle
- Leverage strong interpersonal collaboration skills in a fast-paced team environment
Governance, Security, and Compliance Awareness
- Build requirements that reflect role-based access, auditability, and data minimization
- Coordinate approvals with privacy/security/data governance stakeholders
- Ensure documentation supports compliance reviews
- Demonstrate familiarity with application-level requirements, especially in complex workflows or integration with external applications
Leadership and Mentoring
- Validate and define standards/templates for business analysis practices
- Improve BA practices, reusable artifacts, and consistent delivery quality
- Serve as a "requirements translator" across technical and non-technical teams
- Present suggestions for change and workflow improvements
- Demonstrate self-motivation with ability to prioritize tasks and actions to meet deadlines according to business priorities
Responsibilities
The Business Analyst/Requirements Analyst will be responsible for:
- Facilitating requirements gathering and user story review meetings to ensure that all project requirements are accurately captured and understood
- Developing project wireframes for user stories, translating conceptual requirements into visual representations to guide development
- Documenting customer requirements clearly and comprehensively, ensuring that all technical specifications are aligned with business needs
- Updating the project workbook to reflect the latest status and changes in project requirements and deliverables
- Ensuring effective communication with project team members and customers, maintaining alignment and clarity throughout the project lifecycle
- Providing expertise in business process and system analysis, design, improvement, and implementation efforts, translating business needs into technical requirements
- Applying best practices in health IT to create conceptual business models and identify relevant issues for data analytical and visualization solutions
- Assessing the operational and functional baseline of departments to define the direction and strategy for agile development projects, ensuring that specific needs and requirements are addressed
- Overseeing the documentation of user requirements, reviewing business processes, and supporting user acceptance testing and post-implementation support
- Supporting the systems development life cycle (SDLC) and ensuring project collaboration and communications
- Working under minimal supervision, with initiative and independent judgment in support of an agile project management methodology
Required Qualifications
- Bachelor's degree in information systems, Economics, Data Science, or a related field
- Minimum 10 years or more of Business Analysis experience
- Strong development background, with experience in incremental software development projects using Agile Scrum methodologies
- Proficiency in requirements gathering, RTM (Requirements Traceability Matrices), and SDLC
- Ability to leverage strong interpersonal collaboration skills in a fast-paced team environment
- Comfort in presenting suggestions for change and improving workflow
- Excellent analytical and process-based skills, including process flow diagrams, business modeling, and functional design
- Exceptional communication skills, with the ability to write and deliver clear business requirement documents and presentations
- Familiarity with application-level requirements, especially in complex workflows or integration with external applications
- Proven track record of delivering projects involving process change and technology enhancements
- Self-motivation with the ability to prioritize tasks and actions to meet deadlines according to business priorities
- Demonstrated ability to translate vague goals into clear problem statements and success measures
- Experience with data analytics, KPIs, and dimensional modeling concepts
- Proficiency in creating UX artifacts including wireframes, user journeys, and prototypes
- Knowledge of Section 508 accessibility requirements

Salary: $110,000-$125,000
