Another Source's client, Cal State Monterey Bay (CSUMB), is recruiting a Property Manager, East Campus Housing to join their team in Monterey Bay, California. This is a fully onsite leadership opportunity overseeing one of the most residential campuses in the CSU system.

Located on the stunning central California coast, CSUMB is a welcoming, mission-driven campus community known for its commitment to student success, inclusivity, and hands-on learning. With more than 3,800 students living on campus, CSUMB is one of the most residential universities in the California State University system-creating a vibrant, active housing environment that plays a critical role in the student experience.
East Campus Apartments (also known as Frederick Park Apartments) form a unique residential community on CSUMB's East Campus. The two-bedroom, one-bath apartment homes offer comfortable accommodations with convenient access to classes and campus life via car, bike, or public transit. The surrounding neighborhood features playgrounds, athletic fields, hiking trails, jogging routes, and bike paths-making it an active and engaging environment for residents.
This role supports housing that is central to student life, community building, and the overall campus experience.
About this role:
The Property Manager, East Campus Housing provides strategic and operational leadership for Schoonover Park, Frederick Park, and CEHI properties. This is more than day-to-day property management-it's an opportunity to set vision, establish standards, and build accountability across housing operations while leading Community Managers and Facilities Directors.
You will serve as the primary point of contact for East Campus Housing, partnering closely with HR, Facilities, Corporation leadership, and campus stakeholders. This role ensures that housing operations are safe, compliant, financially sound, and centered on creating a positive and respectful residential environment.

How you will spend your time:
Strategic Leadership & Team Development
    Provide overall leadership, direction, and vision for East Campus housing operations in collaboration with Corporation senior management
  • Directly supervise and develop Community Managers and Facilities Directors
  • Establish and uphold standards, policies, service expectations, and accountability measures across housing communities
  • Coach leaders on conflict resolution, policy enforcement, and community standards
  • Strengthen collaboration between community management and facilities teams
  • Support hiring, onboarding, training, and professional development for housing leadership staff
Operations & Facilities Management
  • Oversee daily property operations, maintenance strategies, capital planning, and lifecycle management
  • Ensure preventive maintenance programs, inspections, and safety standards are consistently followed
  • Conduct property inspections at least twice per month to maintain quality standards
  • Evaluate maintenance, grounds, and housekeeping effectiveness and efficiency
  • Oversee marketing efforts, monitor market trends, and manage advertising and website updates
  • Implement and refine property management forms, reports, and operational manuals
  • Manage rental and for-sale programs in compliance with Housing Authority and HUD guidelines
  • Oversee lease enforcement, rent collection, utilities, resident notices, recertifications, transfers, and rent adjustments
  • Monitor delinquencies and represent housing operations in court proceedings when required (forcible detainers, small claims, wage garnishments)
  • Initiate eviction proceedings as necessary
Financial Management
  • Develop and manage housing budgets, expenses, and financial controls
  • Review and approve major expenditures
  • Partner with leadership to establish and implement rent schedules and required documentation
  • Analyze occupancy trends and operational metrics to inform strategic decisions
  • Monitor cost efficiency while maintaining high standards of safety and quality
Resident Experience & Community Standards
  • Foster a positive, safe, and respectful living environment
  • Provide escalation support for complex resident issues
  • Champion inclusion, safety, and psychological well-being across housing communities
Compliance, Risk & Safety
  • Ensure compliance with housing regulations, life-safety standards, and organizational policies
  • Oversee emergency preparedness and response protocols
  • Manage risk, liability, and incident response in collaboration with legal, HR, and Corporation Risk Management
  • Maintain strong documentation and reporting standards
  • Audit administrative, accounting, and maintenance functions for compliance
  • Maintain liaison relationships with law enforcement and regulatory agencies
Experience You Will Bring:
  • Bachelor's degree in housing, facilities management, construction management, property management, or related field (or equivalent combination of education and experience)
  • Minimum of five (5) years of experience in multi-family, residential property management, or housing operations
  • Experience within facilities may substitute for education on a year-for-year basis
  • Demonstrated experience managing employee-occupied or staff housing environments
  • Working knowledge of housing regulations, fair housing laws, life-safety standards, and compliance requirements
  • Proven ability to manage complex resident issues with professionalism and discretion
  • Experience collaborating with facilities teams and/or external vendors
  • Strong financial acumen, including budget management and operational metrics
  • Proficiency with property management systems, work-order platforms, and reporting tools (e.g., Yardi, AppFolio, MRI, or similar systems)
  • Excellent organizational, documentation, and reporting skills
  • Strong communication and customer service skills
  • Ability to operate independently, prioritize effectively, and perform in high-paced or emergency situations
Preferred Qualifications
  • Experience in campus, institutional, or employer-provided housing environments
  • Experience overseeing preventive maintenance and capital improvement projects
  • Experience contributing to financial reporting and operational metrics
  • Demonstrated commitment to CSUMB's values of mutual respect, collaboration, multiculturalism, community service, and institutional excellence
  • Experience working with multicultural populations
Compensation & Benefits
The anticipated annual salary range for this position is $140,000-$160,000, commensurate with experience. Relocation packages are available.
