The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Lead Analyst to support our government customer in Ft. Detrick, MD.

DESCRIPTION OF RESPONSIBILITIES:

  • Performs a variety of broad engineering tasks which involve operational test design and implementation, including personnel, hardware, software, and support facilities and equipment.

  • Supervises a contractor team of engineers and subject matter expertise through project completion.

  • Assists test directors, providing operational test expertise, test planning, cost estimation, test program time estimation, test data collection, analysis, and reporting.

  • Supports test directors in early tester involvement through participation in high performance teams (HPTs) assuring testability of AFMS or Joint capability requirement documents, test evaluation strategy documents, test cost estimates, and test evaluation master plans.

  • Assists test directors to compose and execute test execution documents, data collection sheets, collect and collate test data, analyze collected test data, detailed test plans, and drafts the test reports.

  • Uses established templates, flow charts and timelines to accomplish the above to meet test director deliverables.

  • Participates in analysis of test data collected and to make recommendations to the test director regarding suitability and effectiveness of equipment tested.

  • Identification of equipment and systems under test malfunctions and issues requiring creation and submission of DRs.

  • Accurately complete and submit reports within established timelines for action by the requisite test director and ITT.

  • Looks for opportunities to combine operational and developmental test events to create integrated test opportunities.

  • Suggests improvement to test schedules and overall efforts to decrease time and cost to the assigned test director.

  • Maintains familiarity and competency in latest Director, Operational Test and Evaluation (DOT&E), Joint and Air Force acquisition and test policies and instructions.

  • Supports Immersion Brief and Non-Traditional Assessment Methods training courses (1-2 days) for acquisition partners.

  • Proposes updates and improvements to test templates, procedures, and policies to test Stakeholder Senior Leadership to improve quality, performance, decrease time or costs of operational test and evaluation.

  • Support strategic or tactical market research on medical technology utilizing standardized documentation, with format and expectations for level of detail outlined in a detailed Market Research Plan which will include clearly defined scope, deliverables, and deadlines.

  • Supports and maintains the field site properly periodic lifting and moving of items that potentially could weigh 60-80lbs (e.g., sandbags that secure shelters).

  • Ad-Hoc travel within the Continental United States (CONUS) and Outside the Continental United States (OCONUS).

  • Other duties as assigned by Supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Bachelor's Degree or higher in medical or life sciences, mathematics, computer science, engineering, or management.

  • Must have a record of DAU course completion in classes and continuous learning in the following areas: test, acquisition, systems engineering, contracting, market research, and requirements.

REQUIRED SKILLS AND EXPERIENCE:

  • Must have at least two years' experience as a lead analyst or knowledge in operational test and evaluation.

  • Must have technical editor capabilities to assist as needed with the generation of test documents and reports.

  • Must have familiarity and competency in Director, Operational Test and Evaluation (DOT&E), Joint and Air Force acquisition and test policies and instructions.

  • Must be able to lift sixty (60) to eighty (80) pounds.

  • Must be willing and able to travel within the Continental United States (CONUS) and Outside the Continental United States (OCONUS).

  • Must be willing and able to sign a Non-Disclosure Agreement.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen - Born or Naturalized (Green Card and VISA holders not eligible.)

  • Must have an active Secret clearance.
