Position Summary

Performs internal project management and supports various information systems and integration of systems and applications for Prince William Water. Assists management in successfully analyzing data from areas such as Finance, Customer Service, Engineering and Operations and Maintenance, utilizing the effective application of technology. Over goals are set, and the worker determines the specific tasks and assignments to be performed, independently handling new, unusual problems and deviations encountered at work. Demonstrates a commitment and supports a culture of diversity, equity and inclusion.


Position Responsibilities / Essential Job Functions

  • Serves as Project Manager for internal information technology upgrades, installations, and enhancements using sound project management principles and systems analysis. Duties include a request for proposal (RFP), statement of work (SOW), project charters, project milestones and deliverables.
  • Provides Senior Management with software product plans for future budgeting and information systems initiatives to maximize efficiency and performance and identify opportunities to automate existing processes.
  • Leads the planning, design, development and implantation activities related to integrating applications and technologies.
  • Troubleshoots Analyzes application requirements to determine the most efficient configuration of application software and the importing and manipulation of data to maximize the value of the application.
  • Financial analysis, reporting, and integration of information systems to meet business process requirements to include enterprise reporting processing and reconciliation of Utility Billing, Construction Permitting, Project Management Office, Operations and Maintenance, Document Management, Procurement, and E-Commerce.
  • Works with application users to determine operational requirements and optimal business solutions using available technologies and the best methods for fulfilling them.
  • Consults with Information Technology staff and users in designing, developing and implementing procedures, routines, and interfaces between applications and oversees various application software products, data management and office automation tools.
  • Maintains an excellent working knowledge of the databases, tables, elements and relationships with other applications to avoid duplication, redundancy and data inconsistencies.
  • Troubleshoots month-end and year-end processing issues.
  • Configures and administers Boomi and other Integration Platform and Service (IPaaS) solutions to support integrations with various business systems.
  • Manages the organization's Mater Data Repository to support reporting needs while preserving data integrity (single source of truth).
  • Configures data pipelines sourcing data from various business systems to support reporting and dashboarding, including PowerBI and Seeq.
  • Supports the development of operational and regulatory using the Pi System.
  • Develops and maintains automated interfaces between various applications.
  • Provides support, training and documentation as needed to ensure end users for specialized vendor software systems such as Cityworks, Oracle Primavera, SharePoint, PM Web, Cayenta, Boomi, OSI Pi, Seeq, PowerBI, and Cognos.
  • Prepares specifications, codes, tests and documents and executes data maintenance routines to move data from various electronic sources to and from relational databases, flat file structures etc.
  • Develops a wide range of queries and reports using high-end query and report writer tools.
  • Words with staff to scheduled workloads to ensure all project deliverables are completed by agreed project target dates and within budgets.

Essential Skills and Experience

Essential Competencies:

  • Knowledge of the principles of project management, systems analysis, and programming; Microsoft server operating system; financial, purchasing, and payroll practices; English usage, spelling and grammar; computer equipment and software related to the assignment, including Cayenta, Cityworks, OSI Pi, Seeq, PowerBi, SharePoint, PM Web, Oracle Primavera, and Databases; query and report writing tools.
  • Ability to communicate effectively with clients in non-technical terms, both orally and in writing; works cooperatively; troubleshoots and diagnoses systems problem and make or recommend resolutions in areas of responsibility; evaluate alternatives and make sound independent decisions within established guidelines; prepare clear, concise and accurate documentation, reports of work performed, project management reports and other written materials; read, interpret, explain and apply technical information on business processes, software and hardware for technical and non-technical users; keep technical skills current to meet continuing requirements for assignments; establish and maintain cooperative working relationships with all levels of employees and customers.
  • Extensive knowledge of data processing, hardware platforms, and enterprise software applications.
  • Technical experience with query and report writer tools, application integration, and databases.
  • Strong project management skills with effective results focus within an information systems environment.
  • Strong analytical and problem-solving skills.
  • Knowledge of Document Management, Financial, Purchasing and GIS practices.
  • Experience with Cayenta, Cityworks, SharePoint, PM Web, Oracle Primavera, Boomi, OSI Pi, Seeq, PowerBI, and/or Database software.
  • Technical knowledge and experience with Windows service and desktop environments.
Minimum Education and Work Experience:
  • Bachelor's degree in computer science, information technology or related field.
  • At least three years of experience, including requirements analysis, systems design and development, database administration and project management.
  • Or a combination of education and experience as described above.

Employees are subject to callback in emergencies on regular workdays, weekends or holidays. The work is subject to inflexible deadlines. Employee is subject to work beyond the normal scheduled hours of work. Employee may be required to monitor and respond to cell phone and/or electronic communications during non-working hours including regular workdays, weekends or holidays.
