BASIC PURPOSE
The Program Director is responsible for the strategic and operational leadership of the PACE (Program of All-Inclusive Care for the Elderly) center within the assigned region. This role ensures the delivery of high-quality, coordinated, and person-centered care that aligns with PACE regulatory requirements and organizational goals. The Program Director oversees program operations, drives year-over-year improvements, manages budgets and performance metrics, and ensures compliance with federal, state, and local regulations specific to the PACE model.
ESSENTIAL FUNCTIONS
- Develop and implement strategic plans specific to PACE program objectives, including participant growth, service quality, operational efficiency, and regulatory compliance.
- Ensure operational alignment with PACE model requirements by working side by side with Implementation team and other internal departments.
- Collaborate with executive leadership to align PACE program goals with broader organizational strategy and community health needs.
- Oversee efforts to maintain high participant satisfaction through quality care coordination, responsiveness, and communication.
- Conduct regular client visits to assess service satisfaction and identify improvement areas.
- Build strong relationships with local providers, community organizations, and regulatory entities to support program growth and integration.
- Ensure full compliance with all applicable CMS, state, and PACE-specific regulatory and licensing requirements.
- Lead regular audits, quality reviews, and risk assessments; identify gaps and implement corrective actions.
- Monitor performance indicators including health outcomes, utilization metrics, and participant satisfaction to drive continuous improvement.
- Develop and manage the program budget; proactively monitor financial performance against benchmarks and take corrective action as needed.
- Evaluate and report on key performance indicators (KPIs), including enrollment targets, cost per participant, and service utilization trends.
- Collaborate with internal stakeholders to ensure effective care planning, coordination, and documentation.
- Facilitate communication across departments to ensure integrated, participant-centered care delivery.
- Lead regular Program team meetings to communicate updates, track progress, and support cross-functional collaboration.
- Prepare detailed reports for executive leadership, board members, and regulatory agencies as required.
- Serve as a key point of contact for internal and external stakeholders regarding program performance and initiatives.
- Maintain knowledge of industry trends, policy changes, and best practices related to elder care and managed care delivery.

QUALIFICATIONS
- 6 years of experience in healthcare operations, program management, or related service delivery roles.
- 4 years of leadership experience with operational oversight and P&L responsibility.
- Proven success in managing complex programs and achieving financial, operational, and strategic goals.
- Experience working with start-up or turnaround initiatives strongly preferred.
- Knowledge of healthcare service delivery models, compliance, and regulatory standards.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent communication and interpersonal skills.
WORK CONDITIONS
- Typically operates in an office environment.
- Flexible hours may be required to accommodate client needs and operational demands.
- Travel will be required to conduct office visits within assigned Region and Corporate as needed.
- Travel maybe up to 20% of the time.
- Employees must possess comfort in learning, training, and engaging with others virtually through Microsoft Teams and Zoom.
- Must have the ability to work in a fast-paced working environment; rapidly-changing environment while maintaining a calm demeanor and positive attitude during stressful situations.
