Primary Purpose of Department
Based on the Early Educator Support ( EES) Framework, approved by the North Carolina State Board of Education ( NCSBE), the purpose of this program is to provide a coordinated regional system of professional learning and support to early educators in nonpublic settings who hold or are eligible for a North Carolina Birth through Kindergarten (BK) license. The program manages and strengthens the regional infrastructure needed to deliver EES services with fidelity and consistency, thereby increasing local and statewide capacity to support eligible educators.


The program ensures EES services are provided to enrolled teachers employed in nonpublic sites, including NC PreK, Developmental Day, Head Start, and child care settings. All services, processes, and procedures are implemented in alignment with applicable State Board policies and EES program requirements.
Primary Purpose of Position
The Quality Assurance Lead provides statewide and hub-level leadership to ensure high-quality, consistent, and reliable implementation of mentor and evaluator services under the Early Educator Support ( EES) program. This role leads the development of quality standards, tools, and processes that support fidelity of implementation, including the design and execution of inter-rater reliability activities and other calibration efforts.


The Quality Assurance Lead guides and supports a hub-based team of mentors, evaluators, and partners who provide mentoring and evaluation services to lead teachers in nonpublic settings who hold or are eligible to hold a North Carolina Birth through Kindergarten (BK) license. The position also strengthens communication and alignment between state and hub offices and the field by maintaining consistent procedures, ensuring clear and consistent messaging to mentors, evaluators, site administrators, and partners, and fostering collaboration across hubs. In addition, the Quality Assurance Lead will provide direct mentoring and/or evaluation services to teachers.
Summary of Position Responsibilities
  • The Quality Assurance Program Lead:
    Leads, inspires, and sets a high standard of excellent practices through the development of inter-rater reliability studies and by serving as a liaison between the UNC Charlotte EESLPD Office and the evaluator/mentors, including partners, in the assigned Region.
Minimum Education/Experience

  • Master's degree in education with a concentration in early childhood education, child development, human development/family studies, special education, curriculum and instruction, or related field with additional focus on quality, reliability, statistics, conducting educational research, etc.
  • A minimum of 3 years of progressive, successful experience as an early childhood leader at the local, regional, or state level.

Knowledge of the EES Office Framework (procedures, guidelines, and implementation) is preferred.

Ability to use the NC Department of Public Instruction's Home Base/NC Educator Effectiveness System, database spreadsheets, PowerPoint presentations, etc.

Skill for using technology and computers in daily work with teachers and colleagues.

Strong oral and written communication skills-

Ability to nurture, listen, guide, coach, support adults, and build on strengths. Exceptional interpersonal skills

Ability to actively participate as a member of a mentor-teacher-evaluator team and a regional structure to meet program goals.

Building collaborative partnerships with site administrators and technical assistance professionals across sectors to support coordination of effective mentoring, coaching, and evaluation of teachers being served.

Ability to facilitate Professional Learning Communities - effectively support evidence-based teaching practices resulting in positive outcomes for children.
