Position Overview
Modern Technology Solutions, Inc. (MTSI) is seeking an experienced Facility Security Officer (FSO) with subject matter expertise supporting U.S. Department of Defense (DoD) and Intelligence Community (IC) classified contract programs. The selected candidate will be responsible for the implementation, management, and oversight of the MTSI Dayton office Industrial Security Program in accordance with 32 CFR Part 117 "National Industrial Security Program Operating Manual (NISPOM) Rule," DoDM 5105.21 "Sensitive Compartmented Information (SCI) Administrative Security Manual," DoDM 5205.07 "Special Access Program Security Manual," Security Executive Agent Directives (SEAD), and other applicable government security regulations and requirements supporting the National Industrial Security Program (NISP).
The FSO leads a team of security professionals to ensure compliance with applicable U.S. Government and corporate security requirements while safeguarding Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) national defense information.

Key Responsibilities
The Facility Security Officer (FSO) serves as the primary official and designated Key Management Personnel (KMP) responsible for administering and managing the MTSI Dayton Facility's collateral industrial security program. This includes oversight of personnel and facility clearances (PCL/FCL) and ensuring compliance with the National Industrial Security Program Operating Manual (NISPOM). The FSO acts as the primary liaison between the company, the Defense Counterintelligence and Security Agency (DCSA), and other cognizant government security agencies regarding the protection of classified information.
Security Program Oversight
* Ensure compliance with government security regulations, guidelines, and requirements including, but not limited to:
o 32 CFR Part 117 "National Industrial Security Program Operating Manual (NISPOM) Rule"
o DoDM 5105.21 "Sensitive Compartmented Information (SCI) Administrative Security Manual"
o DoDM 5205.07 "Special Access Program Security Manual"
o Security Executive Agent Directives (SEAD)
o Intelligence Community Directives (ICD)
* Develop, implement, and maintain security processes, practices, and procedure compliance to reduce risk involving all classified programs.
* Oversee and manage Personnel Security (PERSEC), Classified Document Control, Physical Security, Security Education Training and Awareness (SETA), Insider Threat, Operations Security (OPSEC), and Classified Contract Administration programs.
* Coordinate, assist, and serve as Alternate (or primary as required) to the Contractor Special Security Officer and Contractor Special Program Security Officer (CSSO) for Sensitive Compartmented Information (SCI) and Special Access Program (SAP) security program oversight and activities.
* Provide guidance, support and coordination with internal and external customers including business unit leaders, contracting, human resources, finance and accounting, business development and other departments and organizations.
* Maintain liaison with government agencies, customers, and contractor organizations.
* Lead, supervise, and mentor the MTSI Dayton Team of Industrial Security Administrators and professionals.
* Ability to work both independently as well as in a multifaceted collaborative environment.
* Exercise strong written and verbal communication skills (verbal, written) as well as knowledge and expertise in industry trends, technology, applications, and processes.
* Support enterprise-wide initiatives led by the Chief Security Officer (CSO), Chief Information Security Officer (CISO), and Director of Corporate Security (DCS).
* Support the company vision and mission to achieve strategic goals, initiatives, and objectives.
Personnel Security (PERSEC)
* Practical knowledge and expertise using the Defense Information System for Security (DISS), National Background Investigation Services (NBIS), and Secure Web Fingerprint Transmission (SWFT) systems.
* Manage, maintain, and process personnel security clearance investigations, actions, and records within NBIS, DISS and internal personnel record databases and information management systems.
* Conduct pre-screening, onboarding and termination security actions.
* Assist in personnel NBIS eAPP (Electronic Application) and fingerprinting (i.e., SWFT) submissions for investigations.
* Maintain and process personnel reporting requirements.
* Manage and maintain incoming and outgoing visitor control.
Facility & Physical Security
* Manage physical, personnel, information systems, and COMSEC security compliance.
* Manage daily secure facility operations, including:
o Access control systems
o Personnel Badging
o Intrusion Detection Systems (IDS) Maintenance, Testing, and alarm response.
* Manage accreditation and maintenance of:
o Collateral Open Storage Areas (OSA) IAW 32 CFR, Part 117 (NISPOM) and DCSA requirements
o Support SCI and Special Access Program Facilities (SCIF/SAPF) IAW ICD/ICS Technical Specification 705
Document Control & Asset Management
* Manage classified document control inventory and accountability programs.
* Manage and maintain:
o GSA containers and locks
o Secure storage equipment
o COMSEC (as assigned)
* Conduct annual inventories of accountable classified holdings.
* Administer classified material destruction programs.
* Serve as the focal point for classified transmissions including receiving, processing, distributing, transferring, and controlling hardcopy and electronic classified materials data and materials.
* Manage, safeguard, and maintain Critical Unclassified Information (CUI) program.
Security Operations & Compliance
* Maintain security program records and documentation.
* Manage self-inspections, compliance assessments, and external audits.
* Classified Contract Security Administration includes maintaining, generating, and implementing DD Form 254 Contract Security Classification Specifications, Security Classification Guides (SCGs), contract Statements of Work/Performance Work Statements (SOW/PSW) and other applicable guidelines and requirements.
* Analyze, investigate, resolve, and report security incidents and violations.
* Provide guidance and leadership to employees and managers on security compliance actions.
* Respond to data calls and support security information systems.
Security Education, Training & Awareness (SETA)
* Establish and maintain ongoing and enduring security education training and awareness program IAW applicable requirements.
o Initial and Annual Refresher Training
o Insider Threat Training
o Counterintelligence (CI) Awareness
o Operations Security (OPSEC)
o Program-specific and specialized security training
* Ensure documentation and execution of all classified security training activities.
Required Qualifications
* Thorough knowledge of:
o 32 CFR Part 117 "National Industrial Security Program Operating Manual (NISPOM) Rule"
o Security Executive Agent Directives (SEAD)
o Intelligence Community Directives (ICD)
* Proficiency with:
o Defense Information System for Security (DISS)
o National Background Investigation Services (NBIS)
o Secure Web Fingerprint Transmission (SWFT) systems.
o National Industrial Security System (NISS)
o National Industrial Security Program (NISP) Contract Classification System (NCCS)
* Strong leadership, organizational, communication, and interpersonal skills.
* Proven reliability, integrity, and trustworthiness.
* Ability to develop and execute industrial security policies, plans, and procedures.
Desired Skills
* In-depth Knowledge of:
o DoDM 5105.21 "Sensitive Compartmented Information (SCI) Administrative Security Manual"

o ICD/ICS 705 Technical Specifications
* Experience supporting DoD SAP and/or SCI programs

Education & Certification
* Bachelor's degree, 5-7 years of industrial security, and/or similar experience.
* CDSE FSO Program Management for Possessing Facilities Curriculum
o Must be obtained within 90 days of start date
Clearance:
* Top Secret security clearance with current SAP and SCI eligibility.
