Job Summary The Vice President of Organizational Effectiveness & Chief Learning Officer is an enterprise executive responsible for aligning leadership capability, talent systems, and organizational design to create one integrated, high-performing culture across UCSF Campus and UCSF Health.
This leader oversees enterprise leadership development, learning and upskilling, organizational development, and core talent systems - including performance management, engagement, and succession. The role ensures these elements operate as one aligned system, reinforcing consistent leadership expectations, accountability, and cultural standards across the organization.
This is not a traditional learning role. It is a strategic transformation role focused on aligning business and talent strategies, driving measurable behavioral change, and strengthening leadership effectiveness at scale. The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $164,300 - $399,100 (Annual Rate). UCSF Learning & Organization Development Department oversees the creation and implementation of learning solutions for all UCSF staff, managers and executives, as well some faculty who perform operational roles or impact operational processes. Our purpose is to lead talent development strategies which inspire professional excellence and attract, develop, and retain outstanding & diverse people, who together advance health worldwide.
The key services that our department provides to individual learners, departments and organization's executives are:
- Staff and leadership development
- Organization development, effectiveness and change management
- Learning Management System Administration
- E-Course development
Required Qualifications
- Ten or more years of progressively responsible management experience within the leadership and organizational development field, or equivalent combination of experience and education
- Deep expertise overseeing leadership development, enterprise learning, and talent systems in a large, complex organization.
- Strong track record aligning business strategy with talent strategy.
- Demonstrated experience improving engagement in highly matrixed or multi-entity environments.
- Expertise in performance management redesign and accountability systems
- Strong organizational development background with experience leading structural and behavioral change.
- Highly data-driven, with the ability to translate analytics into measurable organizational impact
- Advanced interpersonal skills to develop and maintain relationships with senior management, department managers and develop relationships with industry leaders. Ability to work collaboratively with others through soliciting and incorporating ideas, critically thinking and applying information appropriately, and promoting and developing others.
- Advanced knowledge and applied background in training and organizational development. Knowledge of business / industry trends. Proven ability to apply theoretical concepts to define training methodologies and ensure programs meet department standards, organization goals Demonstrated leadership experience in Learning and Organizational Development, including a portfolio of innovative training and leadership development solutions, work products and tools that have been successfully implemented in complex organizations.
- Advanced ability to effectively leverage training, learning and performance strategies to achieve organizational goals.
- Expert verbal and written communication that can be tailored to finesse critical and / or sensitive situations. Advanced ability to persuade, negotiate and achieve consensus in high impact cases.
- Highly advanced leadership ability to oversee multiple functions through subordinate managers appropriately granting autonomy while knowing when to intervene. Translates conflict management techniques to resolve sensitive, high impact situations.
- Advanced user of business software. Extensive knowledge of eLearning techniques, learning software and technology. Advanced ability to identify technological inefficiencies and implement system improvements.
- Highly advanced strategic development ability collaborating with senior leadership across the organization to implement long term programs / projects. Advanced skill in establishing and implementing performance standards.
- Strong leader of people with demonstrated abilities to foster a highly engaged team
- On-site role: M-F
Preferred Qualifications
- Advanced degree preferred. Graduate degree in organizational development, adult learning, psychology, behavioral science or related field.
- Previous experience in an academic institution and/or health system.
