BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors. Position SummaryBB&E is seeking a dynamic and detail-oriented HR Health & Safety, Benefits, and Compliance Specialist to join our team. This is a full-time position that reports to and works directly with the HR Director in supporting all BB&E departments and corporate employees. This position carries out responsibilities in the following functional areas: benefits administration, HR compliance, and Health & Safety program administration. Job Duties & ResponsibilitiesHealth & Safety * Administers and maintains workplace safety programs, including assigning and tracking in-person and on-line Health & Safety training, certifications, and PPE issuance; maintains training records for federal audit readiness. * Prepares, maintains, and submits required OSHA logs and reports (e.g., OSHA 300/301) and other federal, state, or local safety compliance documentation, as needed. * Serves as point of contact for workers' compensation claims, coordinating reporting, documentation, and follow-up with employees, managers, and insurance providers. * Develops and maintains Corporate H&S Manual, including corporate emergency response plans. * Manages incident, near-miss, and hazard reporting systems. * Oversees return-to-work and modified duty processes following leaves of absence. * Promotes BB&E's on-going Target Zero Health and Safety initiative, we encourage the use of "Health & Safety Moments" as part of our various meetings and gatherings. * Monitors and ensures compliance with Federal Acquisition Regulation (FAR) safety clauses, as well as federal, state, and local occupational health and safety regulations and company policies. * Maintains accurate safety records, training logs, and regulatory documentation to support internal and external audits. * Assists with development and implementation of safety policies, procedures, and awareness programs for office and field staff. * Supports internal incident investigations and corrective action follow-up, maintaining proper documentation, root cause analysis, and reasonable accommodations. * Collaborate with HR and management to ensure safe work practices are communicated and consistently applied. * Distributes personal protective equipment (PPE) to applicable roles during onboarding and provides replacement PPE as required. Benefits Administration * Serves as alternate to Benefits Manager to administer employee benefits programs, including health, dental, vision, life insurance, disability, retirement plans (401k & ESOP), and wellness initiatives during open enrollment and throughout the year. * Perform benefits records and data management, benefits orientation, new hire enrollments, monthly billing audits, and communicating benefits information to employees. * Assists employees with benefits enrollment, changes, and inquiries, ensuring they understand options and coverage. * Serve as back-up on completing all regulatory and compliance requirements (1095 forms, audits, 5500 forms, nondiscrimination testing, etc.). HR Compliance & Policy * Maintains compliance with federal, state, and local employment & benefits laws and regulations. * Update handbook policies to comply with state, federal, and local law changes and changing business needs. * Executes required HR compliance tasks to adhere to federal contractor requirements; develops and maintains affirmative action program; files EEO-1 & VETS 4212 reports annually; and maintains other required records & reports. * Conducts regular HR departmental compliance audits. * Administers Leaves of Absence including FMLA, personal, disability, military, etc. Requirements * Knowledge, Skills, & Abilities o Knowledge of ERISA, COBRA, HIPAA, DOL, Health Care Reform and other regulatory requirements required. o Knowledge of employee benefits regulations and laws required. o Knowledge of US employment law required. o Knowledge of Health and Safety laws including OSHA and State requirements, required. o Knowledge of the OSHA Hazwoper standards, preferred. o Excellent analytical and problem-solving skills. o Detail-oriented and organized; ability to meet schedules and timelines in a fast-paced environment. o Collaborative team player. o Establish and maintain cooperative and effective working relationships with others. o General knowledge of USACE EM365 Safety and Health Requirements Manual, preferred. * Strong Communication Skills: excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences. * Hardware/Software: o Strong MS Office skills-able to combine & manipulate large data sets & ability to use Word & PowerPoint required. o Basic understanding of HRIS systems required. ADP Workforce Now experience is a plus. * Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously. Experience & Education* Bachelor's degree in HR, Safety, or related field with 5+ years of HR experience, or master's degree in HR Management (or related field) with 3+ years of HR experience, or an equivalent combination of education and experience required. * Physical Requirements: Must have the ability to: stand/walk/kneel/crouch and to remain in a stationary position at least 60% of the time; operate office equipment, including computer, copy machine, phone, etc.; use hands to finger, handle or feel objects or controls; reach with hands and arms; lift up to 25 lbs.; speak clearly so listeners can understand; understand the speech of another person; talk or hear both in person and by telephone; see details of objects that are more than a few feet away. * Work Environment: Required to be onsite five days per week for a standard 8-hour shift Monday-Friday; occasional evening and weekend work may be required as job duties demand. Must be comfortable working indoors in an office setting; ability to travel less than 10%.
