Overview

Apogee has an exciting new opportunity for a Financial Analyst Journeyman in support of Special Operations Forces Acquisition, Technology and Logistics' (SOF AT&L) Program Executive Office for SOF Warrior (PEO-SW). PEO-SW delivers a broad, mission-focused portfolio of SOF-peculiar capabilities across the land, sea, air, cyber, and space domains to ensure operators retain decisive lethality, survivability, and readiness. Through multiple program offices and close collaboration with customers, partners, and industry, PEO-SW rapidly develops, procures, and fields advanced technologies and equipment aligned to USSOCOM and Department priorities, including homeland defense, deterrence, partner interoperability, and strengthening the defense industrial base. The organization is driven by "warfighting and acquisition at the speed of war," ensuring SOF forces are equipped to counter evolving threats and win on the objective.

This is a full-time position located at MacDill AFB, FL.



Responsibilities

Primary duties in financial management (FM)

    Oversees allocation of resources based on program requirements
  • Direct support to PM-level Lead for FM commodity area (Senior Finance Specialist) and Deputy Program Manager (DPM)
  • Composes, staffs, and tracks FM worksheets, budget exhibits, spend plans, and other required instruments per PEO/PM BFM policy and SOP (e.g., worksheets, SOWs, SOOs, cost estimates, AF9 and DD448 funding actions)
  • Government BFMs have direct tasking authority but are subordinate to the Deputy Program Manager, Program Manager, Program Executive Officer, or their delegated/trusted representative (assigned in writing)
  • Review investment and Operations & Maintenance (O&M) budget data for technical and mathematical accuracy, format, adequacy of supporting narrative, and conformance with budgetary policy and guidelines
  • Review investment (RDT&E and Procurement) budget preparation reports to validate and populate financial data manually; use DTIC and PPBESMIS
  • Review all required budgetary documents and exhibits supporting the Congressional Justification Book (CJB) for Military Intelligence Programs for technical/mathematical accuracy
  • Review draft Congressional Unfunded Requirements (UFR) documents for the current budget year for technical/mathematical accuracy
  • Review all Supplemental/Overseas Contingency Operations (OCO) appropriations for technical/mathematical accuracy
  • Review classified portfolio funding and budgetary documents for technical/mathematical accuracy
  • Review congressional budget review briefings and presentations for technical/mathematical accuracy
  • Review draft responses to appropriations language, Office of Management and Budget (OMB) directives, and Treasury Department guidelines pertaining to assigned segments of the SOF AT&L Budget
  • Continually monitor expenditures relative to planned execution levels
  • Develop costbenefit analyses of proposed budgetary and program actions and advise Comptroller staff on the most advantageous courses of action
  • Review justifications and estimates for technical/mathematical accuracy used in budget presentation/enactment
  • Review classified and unclassified budget estimates and requests for allotments for technical/mathematical accuracy on behalf of PEOs and Directors
  • Review, analyze, and make recommendations on submissions and the application of OCO funds
  • General office staffing support: composition, editing, writing, and staffing assistance
  • Support acquisition-related documents (SAMP, APB, combat evaluations, studies, project plans, and other documents) in accordance with DIR 701 as assigned


Qualifications

Minimum Experience:

Citizenship: Must be a US citizen
Clearance: Must maintain a Secret clearance
Certifications: DAWIA Practitioner Equivalency IAW the PWS (DAWIA level II equivalent)
Education: Bachelor's degree in Accounting, Finance, or related field or an Associate's degree plus four additional years of experience.
Years of Experience: Minimum of 6 years of experience in DoD Acquisition Financial Execution; Knowledge of program planning, scheduling, budget planning/formulation, and cost analysis

Preferred Qualifications:

  • Experience with automated tools.
  • Working experience in ABSS, DEAMS, MOCAS, and PBAS (Preferred).
