Job DescriptionThe Senior HR Trainer designs, delivers, and continuously improves professional learning experiences across Texas State Technical College (TSTC). This role supports employee, faculty, and leadership development while ensuring training related to HR systems, workplace practices, safety expectations, and compliance requirements is clear, consistent, and effective.

Operating as a senior individual contributor, the Senior HR Trainer leads complex training initiatives and partners with subject matter experts to develop accurate, engaging, and audit-ready learning content delivered through in-person, virtual, hybrid, and asynchronous formats. Through strong instructional design, facilitation excellence, and disciplined program execution, the role strengthens leadership capability, faculty readiness, and workforce confidence across TSTC's multi-campus environment.

The mid-point salary for this position is $73-74k plus full state benefits. Salary will be determined upon background and experience. Essential Functions

Staff, Faculty, and Leadership Professional Development
Designs and delivers professional development programs for staff, faculty, and leaders that strengthen instructional readiness, professional capability, and organizational alignment. Partners with academic leadership to support faculty development priorities and continuous improvement efforts. Maintains and evolves a portfolio of learning resources, tools, and development experiences that support growth across multiple role levels while supporting statewide training initiatives aligned with institutional priorities and competency expectations.

HR Systems, Safety, and Compliance Training
Designs and delivers training related to HR processes, institutional systems, workplace practices, safety expectations, and compliance requirements. Translates complex policies, procedures, and system functionality into clear, practical, and engaging learning experiences. Partners with OIT, Risk Management, Safety, Compliance, and campus stakeholders to ensure training content remains accurate, current, and aligned with institutional standards while reinforcing consistency, quality assurance, and audit readiness through disciplined content review.

Program Execution and Continuous Improvement
Leads multi-phase training initiatives and complex learning projects from planning through delivery and evaluation. Collects and analyzes participation data, feedback, and outcome measures to assess training effectiveness and inform program improvements. Maintains high standards for instructional design, facilitation quality, and learning experience effectiveness.

Stakeholder Engagement and Collaboration
Works collaboratively with HR partners, academic leaders, operational teams, and subject matter experts to align learning initiatives with institutional priorities and workforce development needs. Supports cross-functional initiatives and learning efforts that improve organizational effectiveness and leadership readiness across campuses.

Mentorship and Capability Development
Supports the development of HR Trainers and learning partners by sharing facilitation techniques, instructional design practices, and program delivery standards. Models strong professional learning practices and contributes to strengthening internal learning capability across the HR team.

Education & Experience

Minimum Qualifications

Bachelor's degree in Organizational Development, Education, Human Resources, Business Administration, or a related field and at least five years of progressively responsible experience in training, learning and development, faculty development, or a closely related discipline.

Demonstrated experience designing and facilitating professional learning experiences for leaders, faculty, and professional staff. Strong written, verbal, and interpersonal communication skills with the ability to translate complex concepts into practical learning experiences.

Ability to operate independently, exercise sound judgment, and manage multiple priorities and stakeholder relationships.

Preferred Qualifications

Experience in higher education, the public sector, or a large distributed organization.

Experience using learning management systems such as Canvas or Workday Learning and modern content creation tools such as Articulate Rise.

Familiarity with learning and development frameworks, leadership development models, and organizational effectiveness practices.

Professional certifications in learning and development (ATD, CPTD, APTD) or human resources (SHRM-CP, SHRM-SCP).

Skills & Abilities

Demonstrated ability to design, facilitate, and continuously improve professional learning experiences using adult learning principles and modern facilitation techniques. Ability to translate complex policies, technical concepts, and institutional processes into clear, practical training content that supports employee understanding and application.

Strong organizational and project management skills with the ability to manage multiple training initiatives, stakeholders, and timelines simultaneously. Ability to analyze feedback, participation data, and learning outcomes to identify improvement opportunities and strengthen program effectiveness.

Proficiency with learning management systems, collaboration tools, and presentation platforms used for in-person and virtual training environments. Ability to exercise sound judgment, discretion, and initiative while representing HR learning initiatives across the institution.
