Essential Job Duties
The Department Business Officer leads and manages the department's business, financial, and human resources operations, supporting the Department Head in achieving strategic objectives. This role supervises two staff members and serves as a key liaison with college and university partners, ensuring that financial, HR, administrative, and operational processes run smoothly. The ideal candidate works independently, communicates effectively, and fosters collaborative solutions.
In this role, you will oversee budgets and financial transactions, guide faculty and leadership on resource planning, and manage departmental HR processes, including recruiting, onboarding, and separations. You will also coordinate office and lab space, track departmental inventory, manage IT and facilities needs, support faculty startup processes, and assist search committees. Your ability to anticipate challenges, analyze data, and implement solutions will directly contribute to the department's success.
Key Responsibilities fall within 4 functional areas outlined below:
Financial Management:

  • Develop, monitor, and reconcile departmental budgets across multiple funding sources, including state appropriations, gifts, and grants.
  • Oversee financial transactions, reporting, and procurement processes, ensuring compliance and accuracy.
  • Provide guidance to faculty and leadership on resource planning and account management.



Human Resources Management:

  • Serve as departmental HR liaison, managing recruiting, hiring, onboarding, position changes, and separations for all employee types.
  • Support staff in processing HR transactions and maintain compliance with federal, state, and university policies.
  • Mentor administrative staff and provide performance feedback.


Business & Administrative Operations:

  • Supervise and train administrative staff, develop policies and standard operating procedures, and ensure continuity of business functions.
  • Manage department facilities, IT resources, office assignments, and inventory tracking.
  • Coordinate departmental needs with college units and external vendors.


Communication, Analysis & Problem-Solving

  • Communicate policies, processes, and decisions clearly to diverse audiences.
  • Analyze data to identify issues, anticipate challenges, and implement solutions or escalate as needed.
  • Create and maintain forms and guidelines to support departmental processes.

Qualifications






Minimum Education and Experience
Bachelor's degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institution.
Other Required Qualifications

  • Strong knowledge of federal, state, and university policies and procedures, with experience implementing them.
  • Expertise in financial management, budgeting, and reconciliation.
  • Supervisory experience and ability to lead and mentor staff.
  • Effective communication, problem-solving, and decision-making skills.
  • High attention to detail, ability to prioritize, and work independently.
  • Proficiency in Google Suite, Microsoft Excel, Word, and PowerPoint.
  • Familiarity with HR and finance systems

Preferred Qualifications

  • Previous experience working in higher education administration
  • Working knowledge of PeopleSoft Financials and HR system
