DESCRIPTION OF WORK

As a Fiscal Officer 1 for Children and Youth Services, you will perform professional fiscal work involving the preparation, administration, and control of budgets and financial records for child welfare programs. Work includes ensuring compliance with applicable federal, state, and county laws, regulations, policies, and procedures governing Children and Youth Services funding. Duties include preparing and analyzing budgets by reviewing expenditures, evaluating program changes, and projecting costs based on funding allocations and service requirements. You will oversee the preparation and submission of required state and federal fiscal reports, assist in the development of the Needs-Based Plan and Budget, participate in internal and external audits, and oversee fiscal activities related to grants and special funding sources. Work also involves monitoring expenditures, reconciling accounts, reviewing financial data for accuracy and compliance, and providing fiscal guidance to agency management. In addition, you will provide technical assistance to staff by reviewing mandated fiscal documentation, explaining accounting methods and procedures, and conducting training related to fiscal reporting and compliance requirements specific to Children and Youth Services programs. Work is performed with a degree of independence under general supervision and is reviewed through conferences, reports, and evaluation of results obtained.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
  • Employee may have overnight travel, out of county travel for meetings or training and irregular hours, including evenings, weekends or holidays.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years as a Fiscal Technician and six college credits in accounting; or
  • Five years of bookkeeping experience and six college credits in accounting; or
  • Three years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting; or
  • One year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation.
  • A conditional offer of employment will require a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
