DUTIES

Manage all aspects of construction projects and maintenance activities on multiple complex multi-million dollar projects critical to SRS operations Responsible for a variety of less significant projects managed by less qualified project managers from conceptual design to completion with primary responsibility for safety, quality, schedule and cost.

Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules, and make safety an integral part of each task Take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe condition. Responsible for managing the physical construction of all assigned projects and assigned maintenance orders ensuring that each job is completed safely, within cost and schedule requirements. Obtain and assign exempt personnel to each job, or relies on the technical department manager (e.g., project controls, supervision, etc.) to identify personnel for assignments, optimize manpower, and provides leadership by setting and maintaining goals, priorities, standards of performance and the philosophies of construction management. Ensure that construction efficiency is optimized by providing construction input and involvement in projects throughout the conceptual design phases and design, construction turnover and the completion phases of each project. Assign and manage personnel to serve on project teams and directs review boards to develop construction strategies, design reviews, cost and schedule guidance and other input opportunities as the project progresses. Establish and control costs, schedule, and technical baselines and provide effective management of project staff and matrix personnel to control baselines. Manage professional and nonexempt employees to include career development, motivation, performance review, and salary administration. Initiate and frequently deliver concise and accurate oral and written presentations to internal and external customers regarding construction status, changes and new approaches, including complex technical, organizational and financial issues. Conduct highly complex analysis of problems involving construction activities. Develop new and innovative alternative action strategies enabling the early achievement of milestones. Perform risk analyses and provide decision authority for defining and approving corrective actions and establishing priorities. These responsibilities are intended to describe the primary elements of the job as a whole, not to describe any one position in its entirety.

REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE

Education & Experience/Skills: Bachelor's degree in a technical discipline and 15 - 17 years of practical experience in construction. In-depth knowledge of construction, cost and scheduling, subcontract administration and the ability to develop or evaluate construction strategies and techniques. An associate's degree and 17 - 19 years of practical experience would be considered equivalent. A high school diploma and 19 - 21 years of practical experience would be considered equivalent. A highly comprehensive knowledge and understanding of project management and project planning at the tactical level would be ideal, along with a knowledge of operations, maintenance, or project startup and construction management and construction subcontracts.

OTHER REQUIRED QUALIFICATIONS
Area Security Access: Candidate must be able to obtain and maintain a DOE "Q" security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.

Additional Duties

The Construction Management Oversight activities consist of planning, scheduling, costs,
execution, change control, and configuration management.

SRPPF Construction oversight includes all the actions taken to review and monitor construction/field activities performed by the CMS to ensure compliance with approved design and CMS execution procedures. This oversight ensures due diligence is taken prior to key decisions/changes, risks are managed/mitigated, areas of concern are quickly addressed, and
expected progress is achieved in accordance with the IMS.

Construction oversight includes but is not limited to:
  • Project planning
  • Project work execution
  • Configuration Management

Additional Experience Qualifications

Skills/Specific Experience:

Candidate must demonstrate a working knowledge of Civil/Architectural installation codes (IBC,
ACI, AISC, OSHA, etc.)

Candidate must demonstrate the ability to Identify design issues early by integrating construction knowledge, new technologies, and experience into the project planning, design, procurement, and field operations to optimize the project's Total Installed Cost (TIC).

Experience working with Engineering and Procurement to assure the incorporation of plans, constructability items and review comments into design documents, purchase orders and subcontracts before issuance to construction, vendors, and subcontractors. (Preferred)

Experience with integrating delivery dates and sequencing of design, procurement, construction, and start-up to minimize overall schedule critical path duration. (Preferred)

Experience with civil engineering drawings & construction including but not limited to soils,
storm water management, reinforced concrete, structural steel, component and equipment
supports. (Preferred)

Minimum two years' experience on the SRPPF project. (Preferred)
