  • Develop and maintain project budgets/baselines, short- and long-term forecasts, and expenditure plans for assigned major and/or multi-year project(s) and/or programs.
  • Develop the aggregation, reconciliation, and update to the budget(s), forecast(s) and spending plan(s) according to jurisdiction splits, asset types, cost drivers, and funding sources.
  • Create and maintain a risk register; evaluate level of contingency needed using appropriate methods (e.g. Monte Carlo analysis).
  • Perform complex and detailed research, updates, and data gathering/analysis in areas of cost controls (e.g. budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis).
  • Prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to major and/or multi-year project(s) and/or programs.
  • Involve and support change control and contract negotiation/claim management.
  • Support the implementation, analysis, and reporting of performance using industry metrics (e.g., earned value management.).
  • Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results (e.g., trend, variance, and cost impact).
  • Collaborate with and obtain data/information from various project stakeholders (e.g. project managers, functional managers, discipline leads, and team members) in a matrixed organizational structure.
  • Ability to communicate effectively, maintain positive working relationships, and exercise tact and diplomacy in dealing with multiple parties.
  • A combination of education, training, and experience, generally equivalent to those typically possessed by a 4-year college graduate; advanced degree preferred.
  • 7+ years' experience in cost controls/management
  • Demonstrated experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience
  • Experience using Microsoft software (e.g. Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions application.
  • Experience with Project Controls software (e.g. Project, Primavera and Contract Manager)
  • Utility construction, CA regulated, regulatory, and EPC experience preferred.
  • Knowledge and experience in contract negotiation/management, handling/reviewing claims, and processing/managing change orders.
  • Hybrid work schedule; Must be local to Southern California.

The salary range for this position is $115,000 - $130,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
