Job Description

POSITION PURPOSE

Under limited supervision, the Business Office Manager plans, directs, and controls the comprehensive business and financial operations of South Central College to ensure program execution is coordinated and in compliance with Minnesota State system policies, state and federal regulations, and generally accepted accounting principles. This professional supervisory position manages the overall accounting functions, local college budgets, financial reporting, and business office operations while supervising accounting and technical staff.

RESPONSIBILITIES AND RESULTS

1. Provide leadership and supervision to ensure staff are skilled, properly assigned, and meet project deadlines and budgets. Ensure compliance with collective bargaining agreements and MinnState policies while fostering an inclusive, customerfocused culture. Exercise full supervisory authority over assigned staff, including hiring, assigning work, directing daily operations, disciplining, rewarding performance, and recommending promotion or reassignment.

  • Interview and evaluate candidates as an interview panel member and recommend a hiring decision; interview and select employees recommended by an interview panel, giving attention to job-related qualifications, union contracts, requirements, and affirmative action goals.
  • Assign work, establish work priorities, and direct daily tasks and workflow of accounting and technical staff.
  • Direct staff in developing position descriptions and performance indicators; review and revise staff position description draft to reflect an accurate understanding of position responsibilities and tasks.
  • Conduct performance reviews, issue coaching, and recommend or implement discipline up to and including suspension or termination when required.
  • Reward employee performance through recognition, merit recommendations, and development opportunities.
  • Ensure training, onboarding, and professional development needs are met.
  • Approve timesheets, leave, overtime, and determine staffing levels to meet operational needs.
  • Recommend promotions, reassignments, or transfers based on performance, skill needs, and organizational priorities.
  • Review and approve or deny employee requests for use of time off, vacation, and sick leave; review and approve employee timesheets; assign overtime, when necessary.
  • Determine departmental area training and development needs.

2. Plan, Direct, and Control Accounting activities to ensure compliance with generally accepted accounting principles, federal and state laws, Minnesota State system regulations, and institutional policies

  • Manage daily banking activities, including review of EFT receipts, collateral levels, stop payment requests, and processing of wire transfers
  • Manage recording of non-cash receipts, including inter-agency receipts and Minnesota State federal cash drawdowns, and recording of non-cash expenses, including bank and credit card fees
  • Supervise reconciliation of daily bank deposits with cash receipt entries in the institutional financial system
  • Reconcile monthly Minnesota State accounting records to State Treasury (SWIFT)
  • Manage payroll cash for local accounts and State Clearing Appropriations
  • Monitor due to/due from activity and payroll default cost centers
  • Manage ordering of federal student aid funds and disbursement of federal, state, and local financial aid to students
  • Submit ACH files to the bank for direct deposit of student payroll, student refunds, and financial aid overage payments
  • Serve as backup for student payroll processing
  • Assist payroll/human resources department in resolving issues, making adjustments as needed, and processing expense transfers
  • Oversee the generation of budget and transaction detail reports for access by all internal departments
  • Provide technical accounting assistance and guidance to college faculty and staff
  • Assist in determining proper coding and courses of action for business office staff
  • Instruct business office employees on report parameter requirements to facilitate maximum usage of financial systems
  • Review accounting procedures and records; revise, formulate, and institute appropriate procedures as needed

3. Budget Management and Financial Reporting

  • Draft and manage the division's budget to ensure compliance with college objectives by preparing and submitting annual and biennial budgets
  • Set up general ledger and cost center structure for local college accounts in the Minnesota State Accounting System
  • Establish budgets for local college accounts, including financial aid, agency, and student life funds
  • Monitor revenue and expenses during the year, compare to budget, analyze reports, and follow up on problem areas
  • Manage and monitor cash flow for college bank accounts
  • Prepare bank reconciliations for local bank accounts and review outstanding check listings
  • Prepare student financial aid/loan reconciliations
  • Manage accounting of state, federal, and private grants; prepare or assist with preparation of applicable grant reports and requests for payment
  • Prepare year-end financial reports in a timely and accurate manner for review by Minnesota State accounting staff and inclusion in annual state financial statements
  • Assist with the chart of accounts maintenance for all State Treasury accounts
  • Assist in constructing and monitoring college revenue and expenditure budgets
  • Assist with the preparation of financial statements as directed by the Minnesota State System Office and the Vice President of Finance and Operations

4. Compliance & Audit Coordination

  • Coordinate financial reporting and audit processes with the Minnesota State System Office and internal and external auditing staff
  • Verify internal controls are current on an annual basis
  • Responsible for third-party reporting, including sales tax returns/remittances and MSCSA fee reports/remittances, and year-end reconciliation
  • Manage finance security maintenance for accounting systems
  • Assist the Vice President of Finance and Operations with the development and implementation of accounting policy and procedures

5. Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.

Minimum Qualifications

  • Two years of professional-level accounting experience using generally accepted accounting principles (GAAP). A Master's degree may substitute for 18 months of experience; Bachelor's degree may substitute for one year of experience; and an Associate's degree may substitute for six months of experienced.Professional-level accounting using generally accepted accounting principles (GAAP).
  • Experience managing or overseeing accounting operations such as accounts receivable, accounts payable, bank reconciliation, cash management, and financial reporting.
  • Experience preparing, monitoring, and analyzing budgets.
  • Knowledge of federal and state financial regulations, including compliance requirements for financial aid, grants, and public-sector accounting.
  • Supervisory or lead-work experience, including performance management, training, and work direction.
  • Experience interpreting and applying policies, procedures, and/or collective bargaining agreements.
  • Strong analytical, problemsolving, and decisionmaking skills.
  • High attention to detail with demonstrated accuracy in financial and reporting tasks.
  • Strong interpersonal, communication, and customerservice skills.
  • Ability to work effectively in an inclusive, diverse, and collaborative environment.

Preferred Qualification

  • Master's degree in accounting, finance, business administration, or related field.
  • CPA, CMA, or other relevant professional certification.
  • Experience in the public sector, higher education, or Minnesota State system financial operations.
  • Knowledge of SWIFT (State Treasury system), Minnesota State accounting systems, Workday
  • Experience managing financial aid disbursement processes, federal drawdowns, or related compliance functions.
  • Experience coordinating internal or external audits.
  • Experience with grant accounting, reporting, and reimbursement processes.
  • Demonstrated ability to develop and implement financial policies, procedures, and internal controls.
  • Experience with process improvement, workflow optimization, or change management in financial operations.
  • Experience supervising unionized employees.
