Chemonics seeks a Senior Task Order (TO) Finance Specialist to join the US Government Global Health Supply Chain Program - Procurement and Supply Management Project (GHSC-PSM) within the USG Portfolio. The GHSC-PSM project helps ensure the uninterrupted supply of health commodities in support of U.S. government-funded public health initiatives around the world. The Procurement and Supply Management project is the primary vehicle through which the United States Government (USG) 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries' management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives.

The Senior Task Order Finance Specialist provides financial and accounting support to large and complex Task Orders awarded under the GHSC-PSM IDIQ. This position works across TOs and headquarters to monitor multiple levels of transactional data generated and reported through Chemonics' systems. The Senior Task Order Finance Specialist assists in managing all financial aspects of the Task Order and communicating with clients on all financial matters.

Principal Duties and Responsibilities (Essential Functions):
*Support Task Order Finance Manager in financial management activities specific to the GHSC-PSM IDIQ and serve as point of contact with Contracting Officer's Representative (COR) team and TO Director for task order financial matters in the absence of the Finance Manager
*Assist in development and maintenance of the Task Order HQ budget, tools and systems
*Participate in design, promulgation, and maintenance of a system of internal controls designed to support the accuracy of accounting data specific to task orders under the GHSC-PSM IDIQ
*Serve as financial technical advisor for financial reporting, systems and analysis for task order related items
*Serve as sole point of contact for TO finance-related reports and questions related to assigned country portfolios
*Track buy-ins and obligations into the Task Order contractual mechanism
*Provide financial information for assigned countries, ensuring accuracy and timeliness of data disseminated to Missions
*Inform Country Program teams and Country Project Management Units (PMUs) about country obligations; receive country projections from Country Program teams and Country PMUs and prepare corporate and USAID pipeline projections and reports for assigned countries
*Supervise, develop, and evaluate assigned staff; ensure staff receive regular constructive performance feedback, prompt resolution of problems, and the opportunity to grow professionally
*Provide support for HQ cost recovery budgeting activities
*Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations
*Perform other duties and responsibilities as required

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

*Bachelor's degree in Accounting, Finance, or a related field and a minimum of 5 years of progressively relevant work experience required.
*1 year of supervisory experience
*Ability to learn new financial and accounting concepts quickly; ability to translate and deliver
information to colleagues with little or no financial background
*Experience supporting accounting policies, procedures, and systems in an international organization
*Strong administrative skills, word processing abilities keen attention to detail
*Strong knowledge of Microsoft Office applications, especially Excel
*Ability to work across a matrixed organization and influence teams both directly and indirectly
*Demonstrated ability to follow standard practices and procedures and make significant contributions to end results
*Demonstrated versatility, leadership and integrity
*Fluency in English required; proficiency in languages spoken in countries in which GHSC-PSM is being implemented is a plus

The Salary Range for this position is expected to be: $80,100 - $100,100.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
