Job Description Summary:


The Director, Inside Safe is an operational leader responsible for overseeing all aspects of a dual-site motel-based interim housing program funded through the City of Los Angeles Inside Safe Initiative. This role serves as the primary accountability holder for contractual compliance, site operations, staff leadership, and participant outcomes. The Director ensures that services are delivered in alignment with LAHSA program standards, the Inside Safe Scope of Required Services, Housing First principles, trauma-informed care and Harm Reduction framework.


This position is 100% on site and requires the Director to split their time equally or as needed between two Interim Housing locations.



Job Description Essential Duties and Responsibilities:



  • Serve as the primary site leader for The Dusk Hotel and Las Palmas Hotel, accountable for all daily operations across both Inside Safe program sites
  • Ensure physical sites are safe, well-maintained, and compliant with LAHSA Facility Standards, health codes, and habitability requirements
  • Manage motel/hotel operator relationships, including ongoing coordination on room availability, unit conditions, maintenance requests, pest control, and safety concerns
  • Maintain comprehensive habitability documentation and proactively advocate with property owners and the City to address site concerns
  • Provide on-call coverage for site emergencies as needed
  • Monitor and maintain Key Performance Indicators (KPIs), and Scope of Required Services requirements under the Inside Safe program
  • Ensure timely and accurate HMIS data entry across all program functions
  • Oversee program compliance with LAHSA's Interim Housing Exit and Termination Standards, including documentation of Transition Plans and Exit Summary
  • Ensure all exit records are completed with accurate exit destination data;
  • Ensure required incident reports are submitted to LAHSA and The Mayor's Office in accordance with contract requirements,
  • Coach staff to apply Housing First, Harm Reduction, and Trauma-Informed Care frameworks to every interaction with clients
  • Provide crisis intervention when necessary and follow up on all client grievance submissions
  • Develop effective, trusting relationships with participants using a client-centered
  • Oversee distribution of weekly meal gift cards
  • Maintain and enforce emergency response protocols,
  • Ensure staff are trained and supported in de-escalation and conflict resolution
  • Monitor data quality metrics and provide coaching and corrective action to staff as needed to ensure documentation standards are met
  • Provide ongoing supervision, coaching, mentorship, and professional development to all direct and indirect reports
  • Cultivate a healthy, inclusive, and supportive team culture that prioritizes psychological safety and staff retention
  • Facilitate weekly individual supervision and team meetings
  • Lead by example: demonstrate accountability, professionalism, and deep commitment to the mission
  • Liaise with LAHSA, the Mayor's Office, city and county departments, law enforcement, housing authorities, and other outside stakeholders
  • Ensure implementation of all agency initiatives and alignment of project work with broader agency and departmental strategy
  • Communicate effectively and in a timely manner with management, peers, funders, and clients
  • Other duties as assigned



Job Description Qualifications:



  • High School Diploma or GED or Equivalent
  • Minimum two (2) years of supervisory experience
  • Strong working knowledge of HMIS (Clarity)
  • Skilled in non-violent crisis intervention
  • Strong computer skills including all Microsoft Office programs
  • Excellent written, verbal, organizational, and presentation skills
  • Ability to self-motivate, prioritize effectively, and operate with minimal supervision
  • Ability to be on-call for emergencies
  • Critical thinking and problem-solving skills
  • Detail-oriented with strong time management



Job Description Preferred Qualifications:



  • Bachelor's degree
  • Experience overseeing multi-site program operations
  • Experience with LAHSA funded programs
  • Minimum two (2) years of case management experience
  • Experience managing government contracts and navigating funder relationships



Job Description Work Environment:


This role operates in a fast-paced, dynamic environment across active motel-based interim housing sites serving individuals who may be navigating mental health challenges, substance use, and trauma simultaneously. The Director must be comfortable working on-site in residential settings, responding to emergencies outside of regular business hours, interfacing with city government partners, LAHSA and motel operators, and pivoting quickly as priorities shift.
