Play an integral role in shaping one of North America's most significant energy infrastructure projects. As Senior HSE Manager, you are a visible leader across early works and pipeline construction, influencing how safety, health, environment, and security are embedded into daily operations. This is a hands-on leadership role with a strong field presence, working alongside project and construction leadership to build a resilient, high-performing safety culture across geographically dispersed operations.

Purpose of the role

You will be responsible for leading the development, implementation, and continuous improvement of an advanced Health, Safety, and Security (HSE) culture across project activities, including early works and pipeline construction across multiple spreads.

You will provide strategic and operational leadership to Project Managers, Construction Managers, and cross-functional teams, ensuring HSE programs are not only compliant, but effective, pragmatic, and embedded into how work gets done. Your leadership will directly support the safe execution of operations, protecting people, assets, and the environment in some of the most challenging conditions in North America.

Core Responsibilities

  • Lead and champion a high-performing HSE culture across all project phases, with consistent visibility across pipeline spreads and construction work fronts
  • Develop, implement, and continuously refine HSE strategies, systems, and procedures aligned with Worley standards and regulatory requirements
  • Exercise full leadership accountability for HSE performance across operations, including construction sites, offices, and operational facilities
  • Partner closely with Project and Construction leadership to integrate HSE into planning, execution, and decision-making processes
  • Represent Worley in engagements with clients, regulatory agencies, contractors, and insurers to address safety and compliance matters
  • Lead incident response and investigation processes, ensuring timely reporting, robust root cause analysis, and effective corrective actions
  • Oversee incident classification and communication in alignment with company standards and leadership expectations
  • Ensure HSE resources effectively support operational delivery, providing guidance, coaching, and technical expertise to project teams
  • Drive cross-functional collaboration across operations, environmental, and security teams to ensure alignment and continuity
  • Contribute to proposal development and project planning activities in partnership with senior HSE leadership
  • Lead, mentor, and develop HSE personnel, setting clear expectations and fostering a culture of accountability and continuous improvement
  • Maintain a strong field presence, spending significant time on-site to support safe execution of work

What you'll bring to the role

You bring a pragmatic, field-oriented leadership style with the ability to influence at all levels of an organization. You are comfortable operating in complex, remote environments and understand how to translate HSE strategy into practical execution.

Key qualifications and experience include:

  • A degree in a relevant discipline or equivalent combination of education and extensive field experience
  • Typically 10+ years of progressive HSE experience, including leadership roles in large-scale construction or energy projects
  • Professional certifications such as CSP, CHST, or OHST are strongly preferred
  • Demonstrated experience leading HSE programs across large, multi-site or geographically dispersed operations
  • Strong knowledge of regulatory frameworks, incident management systems, and industry best practices, particularly in harsh or remote environments
  • Proven ability to lead incident investigations, perform root cause analysis, and implement sustainable corrective actions
  • Experience influencing senior leadership and driving behavioral and cultural change
  • Strong decision-making capability, with the ability to translate complex challenges into clear, actionable plans
  • Effective communicator with the ability to present complex information, influence stakeholders, and build alignment across teams
  • Experience managing teams directly and through indirect reporting structures, including performance management and development
  • Advanced understanding of HSE systems, tools, and processes, with the ability to improve and innovate where needed
  • Willingness and ability to travel extensively, including remote project locations
  • Capability to work in extreme weather and physically demanding environments
