AIPDRM II - Policy Specialist for Disaster Management Planning
Program Overview:
The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a seven-year program that commenced in late 2019, funded by the Australian Government's Department of Foreign Affairs and Trade (DFAT) and implemented in cooperation with the Government of Indonesia (GoI). SIAP SIAGA aims at improving Indonesia's ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia in humanitarian issues in the region. SIAP SIAGA is implemented at the national and sub-national levels though collaboration with the National Disaster Management Authority (BNPB), the Ministry of Home Affairs, the National Development Planning Agency (BAPPENAS), the Ministry of Foreign Affairs, the Local Disaster Management Agencies (BPBD) and other national and local government institutions, civil society organisations and academia.
SIAP SIAGA is focused on achieving four ends of program outcomes (EOPOs):
* EOPO 1: GoI's disaster risk reduction systems are strengthened, resulting in better domestic leadership of disaster management.
* EOPO 2: Target provinces, districts and villages are better able to prepare for, adapt, prevent, respond to and recover from disasters.
* EOPO 3: Strengthened cooperation between Australia and Indonesia on disaster risk management and preparedness regionally.
* EOPO 4: Strengthened learning, innovation, cooperation and inclusion for disaster management.
It is progressing towards these outcomes by focusing on eight priority programs of the GoI: (1) enhancement of disaster management systems; (2) enhancement of disaster management strategy; (3) mapping and evaluation of disaster risks; (4) enhancement of data service, information management, and communication in disaster management; (5) enhancement and development of policies and regulations for disaster preparedness; (6) increasing the quality of disaster emergency management; (7) enhancement of the quality of post disaster policy; and (8) increasing local capacity of disaster management logistics and equipment.
To strengthen the disaster management system, SIAP SIAGA provides strategic technical advice to align national and local policies with international commitments. This effort focuses on embedding gender mainstreaming, institutionalizing disability inclusion, and supporting climate change adaptation across disaster risk reduction, preparedness, response, and recovery processes, through collaboration with national and local partners.
At the sub-national level, SIAP SIAGA works with four provinces in Indonesia: East Java, Bali, West Nusa Tenggara, and East Nusa Tenggara. It also promotes disaster management initiatives and innovations through its outreach program to up to six other provinces.
Purpose of the Position:
The Regional Government Law No. 23/2014 states that provinces and districts must closely collaborate with the national government to ensure all citizens are provided with the basic needs outlined in the Indonesian constitution. These basic needs have been defined as the minimum service standards (MSS) in Government Regulation No. 2/2018 outlining the roles and responsibilities of each level of government in meeting the basic rights of its citizens. All provinces and districts are requested to integrate the minimum service standards (MSS) for disaster management and to prioritize budget and programs to fulfill the constitutional rights of every citizen in line with Ministry of Home Affairs Regulation No. 101/2018. The ministry is responsible for managing the implementation of the MSS of disaster management in close collaboration with BNPB, which is responsible for developing technical guidelines to ensure that local governments can meet their obligations to provide services to the people.
As continuation of SIAP SIAGA's support since 2021 to BNPB in formulating technical guidelines for MSS implementation for the sub-national level, in 2026 the program will continue support for developing some more technical guidelines. The expected output of this activity will be the drafting of technical guidelines for DM-MSS implementation on the subservice related to Disaster Management Planning, particularly in mainstreaming of DM Plans into Local Development Plan (RPJMD). BNPB has formulated the general guideline on the mainstreaming of DM Plans into RPJMD. This general guideline has been tried out at two SIAP SIAGA target provinces, i.e. East Java and Bali. BNPB expressed the need to formulate more technical guidelines for technical training of BPBDs on mainstreaming DM Plans into RPJMD. Through this TOR we would like to hire the best candidate to fulfil this assignment from BNPB.
Role and Responsibilities:
Under the leadership of the SIAP SIAGA National and Subnational Program Lead and DRM Adviser, the Policy Specialist for DM Planning will undertake the following tasks:
1. Supporting the formulation of technical guidelines for the integration of DM Plans into district/city local development plans/RPJMD.
2. Testing out the technical guidelines and preparing technical training modules attached to the guidelines.
3. Supporting the Directorate of PSPB in preparing the conduct of technical training programs for local DM agencies on the integration of DM Plans into the RPJMD.
4. Providing any other support as requested by BNPB and SIAP SIAGA DRM Adviser and National Program Lead.
Duration and location:
It is anticipated that the total input will be 30 days, from 1 April to 31 July 2026. Work will be a combination of BNPB based and home-based
Key Relationships:
This position will work closely with the following individual and/or organisation:
* Reports to the SIAP SIAGA National and Sub-national Program Leads and DRM Adviser.
* Coordinates closely with Officials from BNPB, BPBD, and other relevant ministries.
* Liaises with the Team Leader and other SIAP SIAGA team members as required.
Qualifications, Experience and Personal Attributes:
* Master's degree in Disaster Management or other relevant fields of study
* Experienced in disaster management planning system.
* At least six years' experience working in DRM in Indonesia and/or wider region.
* Relevant experiences in drafting policy papers or regulations
* Experienced in conducting public consultations with government, local governments, and civil society organizations.
* Demonstrated ability to produce high quality written reports in Indonesian.
* Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion.
* Fluent in Bahasa Indonesia (written and spoken).
