SUMMARY:
Under the general direction of the Director of Facilities Services, Planning and Development, manages the installations, operations, procurements and repairs to mechanical, plumbing, electrical systems and fire alarm systems. Coordinates and provides leadership to maintenance and HVAC staff regarding the operations and maintenance of facility equipment. Supports how repair and maintenance projects are implemented to satisfy the client's needs.. Is responsible for construction methodology, space measurements, contract management and day to day support of projects. Ensures that all projects whether the design is in house or by outside consulting firms are in compliance with applicable building codes and regulations. Generally, acts as the contributor and coordinator of construction field activities. As such, coordinates construction documents, specific actions, and contracts for routine and complex construction projects. RESPONSIBILITIES: Manages the budget and associated schedule for the maintenance &residential projects, including the coordination of consultants and contracts. Responsible for the technical quality of repairs, construction and client satisfaction. Manages budget and staff time, job costs and accounting; reviews invoices/billing; develops and maintains contracts. Prepares funding authorization, process invoices and control project finances. Manages the development of the project, assuring that the target dates are met and expenditures are within budget. Manage the supervisor of electrical and HVAC, 6 maintenance staff focused on work order completion while maintaining a high level of accountability and project standards for work orders. Ensure that work orders are completed to the clients satisfaction and that expectations set forth are met. Collaborates with Human Resources to recruit and retain high potential talent, resolve employee relations matters and develop strategies around employee engagement and development. Supervises skilled and semi-skilled employees in maintenance tasks such as carpentry, paining, cement work, masonry and other general upkeep which involves furnishing, structures, floor covering, equipment, acoustical ceiling, heating, plumbing, electrical, air conditioning and related systems. Coordinates activities of contractors assigned to projects to ensure compliance to specifications and project's completion timetables. Reviews bid proposals submitted and makes recommendations to the Director based upon analysis of bid amount and/or qualifications of bidder. Collaborates with outside planning resources engaged to assist in the process including architectural, engineering, planning and other consultant resources as required. Manages/coordinates with site operation user groups; organizes meetings, prepares materials/presentations to facilitate interaction. Follows-up with information, data reports, and research as required. Obtains approval from local, state and federal agencies. Participates in the commissioning of projects. Inspects projects and participates in acceptance testing, review test reports before final payment for services are made. Communicates with building owners, tenants and customers to determine project requirements and develop a scope of work. Assists in the development of RFPs for various project disciplines, contractors, equipment, furniture, etc. May work with in-house or external architects or engineers. Coordinates the development of preliminary estimates with general contractors. Maintains technical skills and keeps up to date on planning and health care industry trends, changes, legislation and regulation, through attendance at training courses, seminars, etc. Performs field measurements for all new and recurring leased space and creates auto CAD drawing. Assists in the management of security software and access controls. Performs other duties as required, including but not limited to participation in councils, quality improvement teams and other such committees. MINIMUM QUALIFICATIONS: BASIC KNOWLEDGE: The level of knowledge of construction, construction management and architectural design normally acquired in a four-year bachelor's degree program in architectural, electrical or mechanical engineering or construction management. Knowledge of Building Owner/Manager Association (BOMA) standards. Working knowledge of computers, CADD systems and engineering management software used to effectively produce construction documents, specifications and schedules. Knowledge of federal, state and local building and construction codes. Knowledge of local zoning requirements and NFPA 101 guidelines. EXPERIENCE: Minimum of 8-10 years previous related experience in architectural/construction engineering design, cost estimating, project coordination and specification writing and a minimum of one-year practical CADD experience. Interpersonal experience to effectively interact with all levels of hospital personnel and outside contractors and consultants. INDEPENDENT ACTION: Performs independently within the department's policies and practices. Refers specific complex problems to the supervisor when clarification of the departmental policies and procedures are required. SUPERVISORY RESPONSIBILITY: Manage the work load and development of at least 6 maintenance staff, and 3 HVAC &Electrical maintenance staff as well as outside vendors.
