We are currently accepting applications for the full-time position of:

Transportation Manager
Human Services Department

Anticipated Hiring Range: $83,162 - $86,906 annually
Excellent benefits package

The REQUIRED Town of Lexington application form and cover letter must be received in the

Summary
Performs supervisory and administrative work responsible for the Town's transportation services,
including contract management, program operations, planning and promotion of services and programs.
Performs all other related work as required.

Essential Functions
The essential functions or duties listed below are intended only as illustrations of the various types of work
that may be performed. The omission of specific statements of duties does not exclude them from the
position if the work is similar, related, or a logical assignment to the position.

* Develops, implements, and directs all services of the Transportation Services Division, which
includes a multi-route public bus system, a taxi voucher program, and an information center for
transit alternatives. Serves as a liaison between transit contractors and the Town.

* Responds to daily user questions and problems, and monitors contractor's service performance.
Integrates new/other transit options into knowledge base and information center. Maintains
relationships with the MBTA and LRTA for service connections and to educate users about these
options. Seeks options to enhance service and improve efficiencies as reasonable.

* Prepares, manages, and monitors annual division operating budget. Monitors all accounts; prepares
and/or approves invoices and purchase orders. Prepares specifications and recommends selection of
contracted services and associated vehicles. Identify opportunities for additional alternative funding
for both the taxi and bus services and apply for and manage grant funding as indicated.

* Prepares official records, including monthly reports to the Massachusetts Bay Transit Authority,
(MBTA), and annual reporting to the Federal Transit Authority (FTA). Prepares reports for the
Transportation Advisory Committee and others as requested and for grantors, such as MassDOT.

* Performs community relations and outreach activities to promote and educate residents, boards and
committees, and commercial entities on transportation services, with particular focus on the needs of
transit dependent individuals. Oversees the LexBikeWalkBus communications, focused on getting
more people to walk, bike and take transit, in line with Town's goals to reduce reliance on cars.

* Prepares press releases and articles.

* Supports committees including Transportation Advisory Committee and Transportation Safety
Group, represents the Town on the 128 Business Council and collaborates with the Town Public
Works, Planning, Human Services and School departments. Continuously monitors transit-related
needs/projects happening outside of Human Services department.

* Networks regionally with other transit providers and other regional organizations committed to
improving transit. Coordinates the Inner West Regional Coordinating Council.

* Researches and maintains knowledge of applicable state and federal regulations and laws including
those on procurement, accessibility, alternative fuels, and drug testing for drivers.

* Provides recommendations to the Planning staff and Board from a transportation perspective on new
developments.

* Regular attendance at the workplace is required.

* Performs other similar or related duties, as required or as situation dictates.

Supervision
Supervision Scope: Performs varied and responsible functions requiring a working knowledge of
departmental operations and the exercise of judgment and initiative, particularly in situations not clearly
defined by precedent or established procedures.

Supervision Received: Works under general supervision of the Human Services Director, following
department rules, regulations, and policies, requiring the ability to plan and perform operations, and to
complete assigned tasks according to a prescribed time schedule. Refers all questionable cases to
supervisor.

Recommended Minimum Qualifications
Education, Training and Experience
Bachelor's degree in public or business administration, urban planning, or related field; and minimum of
four (4) years of increasingly responsible experience in transit or related field; or any equivalent
combination of education and experience which provides the required knowledge skills and abilities to
perform the essential functions of the position.
Special Requirements: None

Knowledge: Knowledge of the principles and practices of transportation services and administration
(including marketing), municipal budget preparation and administration, public presentation,
supervision, training, and performance evaluation. Familiarity of the difference between ridership and

coverage services and the pros and cons of each. Knowledge of transit programs and procedures and of
pertinent federal, state, and local laws, codes, and regulations.

Ability: Ability to learn the National Transit Database software and REMIX transit planning software.
Ability to recommend and implement goals, objectives, and practices for providing effective and
efficient transit services; research, analyze, and evaluate new service delivery methods, procedures, and
techniques; design and produce plans and specifications for transportation projects. Ability to prepare
and administer a budget, supervise staff and manage contractors.
Skills: Excellent written and verbal communication skills, ability to comfortably speak with the public,
including elected public officials, excellent computer skills including MS Office applications, and
several department software applications.

Job Environment
* Work is performed in an office environment. Work is performed in a moderately noisy work
environment.

* Operates computer, hand tools, printer, telephone, copier, postage machine, facsimile machine,
and all other standard office equipment.

* Makes frequent contact with the public, elected officials, MBTA Advisory Board and staff,
MassDOT staff, schools, other town departments, vendors, and other municipalities. Contacts are
in person, by telephone, and by email and involve an information exchange dialogue.

* Has access to some department-related confidential information pertaining to client personal
information.

* Errors could result in delay or loss of service, injuries to self or others, damage to buildings
and/or equipment, and in serious situations could potentially result in monetary and/or legal
repercussions.

hearing at or correctable to normal ranges. This position requires the ability to operate a keyboard at
efficient speed.
