We are looking for an experienced Proposal Manager to join our corporate team.The Proposal Manager will be responsible for managing and producing competitive, compelling, and compliant responses to Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and other procurement documents for civil infrastructure projects. This individual will lead the proposal development process from opportunity identification through final submission, collaborating with cross-functional teams including preconstruction, estimating, operations, and marketing. In addition to proposal responsibilities, the Proposal Manager will oversee marketing and communications efforts. This includes managing branding initiatives, developing marketing collateral, supporting business development, and overseeing external communications that promote the company's reputation across California's public works and civil construction sectors Essential Functions
Proposal Management & Strategy
- Lead the end-to-end proposal process, including development of schedules, compliance matrices, and assignments of deliverables.
- Analyze RFP/RFQ requirements and develop compliant, client-focused response strategies in collaboration with business development and operations leads.
- Facilitate internal kickoff meetings, storyboard sessions, and color team reviews to align on win themes and differentiators.
- Coordinate with marketing staff to ensure branding, graphics, and presentation elements align with proposal strategy and client expectations.
Team Coordination & Communication
- Serve as the primary point of contact for proposal efforts, coordinating with estimators, engineers, project managers, safety professionals, and executives.
- Manage and mentor a small team of proposal and marketing staff, assigning tasks and reviewing deliverables to ensure quality, consistency, and deadlines are met.
- Provide guidance to technical contributors and ensure timely delivery of narratives, project sheets, resumes, and supporting content.
- Interface with clients, subcontractors, and partners for joint venture or teaming arrangements as needed.
Writing & Editing
- Write, edit, and proofread original content for executive summaries, technical approaches, staffing plans, safety narratives, and past performance sections.
- Ensure consistency in tone, branding, and messaging across all proposal materials.
- Maintain accuracy and relevance of boilerplate content, resumes, and project descriptions.
- Contribute to the development of marketing copy for collateral such as brochures, capability statements, and award submittals.
Compliance & Quality Assurance
- Ensure that all proposals meet client instructions, formatting requirements, and submission deadlines.
- Manage document version control and secure appropriate internal approvals prior to submittal.
- Prepare final deliverables in printed and digital formats in accordance with agency submittal guidelines.
- Review all marketing and communications materials for compliance with internal standards and public agency expectations.
Content Management & Continuous Improvement
- Maintain and update a central content library including resumes, project write-ups, brand templates, and standard company materials.
- Lead post-proposal debriefs to identify lessons learned and implement process improvements across both proposal and marketing functions.
- Oversee the creation and organization of marketing materials, including project photography, presentation decks, event materials, and social media content.
- Support and execute company-wide marketing initiatives such as newsletters, public relations, and digital content development to promote the company's brand and achievements.
Education
- Bachelor's degree in Business Administration, Civil Engineering, Construction Management, English, Communications, Marketing, or a related field.
Experience
- 8+ years of experience managing proposals in the heavy civil, infrastructure, or general contracting industry.
- Proven success developing proposals for public agencies such as Caltrans, LA Metro, LAWA, or local municipalities.

- Exceptional written and verbal communication skills with the ability to translate technical content into persuasive narrative.
- Highly organized and detail-oriented with a thorough and methodical approach to content development and document management.
- Demonstrated ability to meet tight deadlines, manage multiple priorities, and maintain quality under high-pressure, time-sensitive environments.
- Responsible and accountable with a strong sense of ownership over the proposal process and final deliverables.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), Adobe InDesign, and SharePoint.
- Familiarity with procurement methods including Progressive Design-Build (PDB), CMGC/CMAR, and Design-Build (DB).
- Preferred experience working on proposals with joint ventures or alternative delivery methods.
- Willingness to work extended hours when necessary to meet critical proposal deadlines.
- Familiarity with branding, digital marketing, and external communications strategies is a plus.
