JOB SUMMARY

The Case Worker V, reporting to the Program Director, plays a critical role in supporting our youth employment program, a Workforce Innovation and Opportunity Act (WIOA) funded initiative. The WIOA Program is a collaborative partnership with the Monterey County Workforce Development Board (MCWDB). Its mission is to motivate and support youth in gaining the skills, confidence, and selfesteem needed to become accountable and responsible members of their communities.

In alignment with WIOA Youth Program requirements, The Case Worker V supports out-of-school youth in accessing education, training, and employment services. This role provides individualized career and academic guidance, delivers program-required assessments, coordinates services with partner agencies, and ensures youth receive the support they need to achieve long-term career and education goals. The Case Worker V maintains accurate documentation in the CalJOBS system, facilitates work experience and training placements, and helps youth navigate barriers so they can successfully transition into employment or postsecondary pathways.

ESSENTIAL JOB RESPONSIBILITIES



  1. Conducts targeted outreach and recruitment to identify eligible outofschool youth, ensuring strong community presence and connection to underserved populations.
  2. Facilitates program orientations, explaining WIOA requirements, available services, participant expectations, and pathways to education and employment.
  3. Administers and proctors required assessments interpreting results and discussing implications with participants.
  4. Completes accurate intake, eligibility verification, and enrollment documentation, maintaining full compliance with WIOA and Workforce Development Board standards.
  5. Develop individualized service strategies (ISS) with each participant, documenting goals, planned activities, and aligned services within CalJOBS.
  6. Provides ongoing case management, offering academic, career, and personal guidance to support participant progress and remove barriers to success.
  7. Coordinates referrals to partner programs, supportive services, and community resources to ensure participants access comprehensive, wraparound support.
  8. Plans, delivers, or schedules workreadiness training such as resume development, interviewing skills, softskills workshops, and basic computer literacy.
  9. Prepares youth for work experience by reviewing expectations, completing placement paperwork, and maintaining communication with worksite supervisors.
  10. Tracks and documents all work experience, training, and job search activities in CalJOBS, ensuring timely data entry and compliance with documentation requirements.
  11. Supports participants in exploring and enrolling in occupational skills training that aligns with regional priority industry sectors and career pathways.
  12. Coordinates supportive services requests, ensuring timely processing for transportation, supplies, work clothing, and other approved needs.
  13. Maintains organized participant files, ensuring accuracy, completeness, and readiness for audits or monitoring reviews.
  14. Conducts regular monthly checkins with active participants, documenting progress, challenges, and service updates.
  15. Provides 12 months of required followup contact after program exit, offering ongoing support and documenting outcomes in accordance with WIOA standards.
  16. Partners with employer engagement staff to identify job opportunities, promote candidate referrals, and support participant placement and retention.
  17. Collaborates with America's Job Center of California (AJCC) staff, OneStop partners, and youthserving agencies to coordinate services, streamline referrals, and strengthen integrated service delivery.
  18. Responds to participant inquiries via phone, email, and inperson visits, providing excellent customer service and connecting individuals to appropriate supports.
  19. Prepares timely reports, status updates, and data submissions as requested by supervisors or Workforce Development Board staff.
  20. Crosstrains in other program functions to ensure operational continuity and support team collaboration during peak periods or staff absences.
  21. Adheres to all WIOA and MCWDB regulations, organizational policies, and confidentiality standards, ensuring program integrity and participant protection.
  22. Participates in required training sessions and professional development activities, staying informed about WIOA updates, best practices, and evolving program requirements.
  23. Will think and act quickly and efficiently in emergencies.
  24. Will drive on Agency business.
  25. Physical presence at the program is required.


ESSENTIAL JOB REQUIREMENTS



  1. High school diploma or GED required. An associate's degree in business, Human Services, or a related field is preferred; however, the degree may be substituted with 4 (4) or more years of experience in a related field.
  2. Excellent verbal and written communication skills, including the ability to explain program requirements, conduct assessments, and provide clear guidance to youth, families, employers, and partner agencies.
  3. Demonstrated experience working with individuals facing educational, employment, or personal barriers, showing patience, empathy, and the ability to deescalate or support youth in challenging situations.
  4. Ability to handle sensitive and confidential information with integrity, discretion, and sound judgment.
  5. Strong teamwork and collaboration skills, with the ability to work effectively in a multidisciplinary environment and support shared program goals.
  6. Intermediate computer skills in Office 365, Teams, Zoom and other communication/meeting platforms.
  7. Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  8. Ability to pass a pre-employment criminal background check.
  9. Ability to pass pre-employment drug screen and TB test.
