The Maryland Port Administration (MPA) is a 203-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as an economic generator and job creator, in addition to maintaining our nation's supply chain and moving vital goods to industries and consumers. As one of the nation's top ports for total cargo tonnage and overall dollar value of cargo, the Port of Baltimore is also one of the most diverse ports in the United States with over 140,000 jobs in Maryland linked to port activity .

General Role Description:
MPA is seeking a motivated, positive, and detail-oriented Senior-level Billing Professional to join the Financial Services Department. The primary responsibility of this position is to provide accurate and timely billing/invoicing statements and services to the tenant-companies operating within MPA Marine Terminals.

Essential Duties and Responsibilities:

Some of the essential duties of this position include, but are not limited to the following:
  • Determines vessel information for invoicing and file preparation, and ensures accuracy when applying complex vessel sharing agreements.
  • Corresponds with vessel agents to receive cargo manifests and resumes.
  • Calculates dockage billing based on hours at berth, and enters in Billing Platform (BRASS).
  • Determines wharfage billing for cargo carried over the terminal by reviewing vessel resumes and converting all cargo to appropriate units for billing.
  • Identifies and bills security fees to the appropriate party.
  • Generates recurring invoices for rent to all terminal and World Trade Center tenants.
  • Prepares monthly statistics reports for circulation including: billing, invoicing, container volumes, container counts, auto-volumes by manufacturer, and Roll-On/Roll-Off unit volume
  • Designs, modifies, records and implements new billing methods and procedures to increase efficiency and reliability within Department.
  • Perform other duties as required in support of the division.

The current vacancy exists at the World Trade Center. This position reports directly to the MPA Billing Administrator.

Qualifications

Minimum Qualifications:
Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Three (3) years experience in administrative or professional work.

**Selective Qualification: Two (2) years of the required experience must include performing billing, invoicing, accounts payable, or accounts receivable duties utilizing billing or invoicing platforms

Licenses & Certifications

  1. Employee will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) to gain unescorted access to Maryland Department of Transportation Maryland Port Administration facilities.
  1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
