IT Controls Specialist

CSCI Consulting is looking for an Information Technology (IT) Control Specialist to support our DoW client. In this role, the consultant will provide audit system remediation services for the end-to-end IT environment to achieve auditability across the systems impacting financial statements. The IT Control Specialist will be responsible for assessing, documenting, and testing IT General Controls (ITGCs) that support financial reporting systems, including access controls, change management, configuration management, and system operations, in alignment with GAO FISCAM and OMB Circular A123 requirements. The role will support audit readiness and sustainment efforts by identifying control gaps, design deficiencies, and operating effectiveness issues, and by developing and supporting remediation strategies to address audit findings and recommendations. The specialist will validate system auditability by evaluating systemgenerated audit trails, logging and monitoring controls, and data retention practices to ensure the traceability of transactions that impact financial statements. This role also includes analyzing user access and segregation of duties within financial and feeder systems and supporting corrective actions to resolve access conflicts and strengthen the overall internal control environment.

• Design, document, and test IT General Controls (ITGC)
• Application of OMB A-123, GAO Green Book, and FISCAM standards
• Test of Design (TOD) and Test of Effectiveness (TOE) execution
• Identification, documentation, and remediation of control deficiencies
• IT Audit support for IPA and external auditors

• FISCAM and ITGC and/or ICAM and/or Security Information and Event Management experience
• Ability to lead system/process walk-throughs
• TOD/TOE experience
• Corrective Action Plan (CAP) development and remediation
• Creativity and adaptability in problem-solving
• Ability to work with clients to understand their needs
• Strong organizational and time-management skills
• Excellent written and verbal communication skills
• Professional presence

• CISA, CPA, or CDFM plus
• DOW Audit Remediation
• Understanding of policy, regulations, and guidance governing IT Control environment (FISCAM, FMFIA, A123, Green Book, etc.)
• Perform assessment, design, and remediation of deficiencies
• Internal system audits
• Understanding of DoW system environment
• Ability to work in a team environment, as well as independently
• Strong customer and vendor relationship skills
• Demonstrated ability to comply with data standards and policies
• Motivation to learn new technologies and methodologies that demonstrate value
• Past experience working with a Federal agency
• Department of War experience is a plus!
