The Dissemination Specialist (Team Lead) is a mission-critical role within the Data Capabilities Division (DCD), responsible for orchestrating the flow of all-source and single-source intelligence across disparate security domains (JWICS, SIPRNET, NIPRNET, and multinational networks). This position leads a specialized team in executing high-stakes Cross-Domain Solutions (CDS) and Digital Content Management, ensuring that tactical and operational commanders have timely access to the Common Intelligence Picture (CIP). The Team Lead serves as the primary authority for complex security classification decisions, metadata standardization, and the mitigation of Unauthorized Disclosure of Classified Information (UDCI) risks, directly impacting the Army Intelligence Modernization Strategy and global intelligence integration.

This position is contingent upon award.

  • Team Leadership & Operational Oversight: Manage a team of subordinates conducting intelligence planning, collection, processing, and dissemination; assign tasks, set priorities, and ensure 100% compliance with Performance Requirements Summary (PRS) standards.
  • Cross-Domain Operations: Lead the manual and semi-automated transfer of unstructured intelligence products (PDF, MS Office) across multiple networks (JWICS, SIPRNET, CENTRIXS-K, BICES, etc.) ensuring no product remains un-disseminated longer than six hours.
  • Security & Risk Mitigation: Enforce "Two-Person Reliable Human Review" (RHR) protocols for all high-to-low transfers; execute "dirty word" scans using tools like SAWES or Buster to prevent spillage/UDCI.
  • Metadata Architecture: Implement and oversee metadata tagging and enrichment for DCD content in accordance with ICD 501, ICS 500-21, and Army standards; ensure metadata travels with products across domains.
  • Digital Content Management: Oversee the staging and aggregation of intelligence on SharePoint portals and the Message Processing System (MPS); manage the processing of IC "tearline" reporting within two hours of receipt.
  • Regulatory Documentation: Draft, maintain, and review Standard Operating Procedures (SOPs) for dissemination, metadata taxonomy, and cross-domain transfers every six months.
  • Audit & Compliance: Ensure 100% accuracy in the Army Data Auditing Manager (ADAM) and Task Logs for every file transfer; manage removable media accountability and classification.
  • Stakeholder Engagement: Deliver professional briefings and presentations to diverse audiences; represent DCD at community metadata committees and working groups.
Requirements
  • Security Clearance:
    • Must possess an active TOP SECRET/SCI clearance with a Special Background Investigation (SBI).
    • Must be able to attain access to SI-G, TK, KLM-R, HCS, and NATO SECRET.
    • Must be eligible for and able to pass a Counterintelligence (CI) Polygraph examination.
  • Education & General Experience:
    • Option 1: Master's Degree with 10 years of experience in an intelligence discipline.
    • Option 2: Bachelor's Degree with 10 years of experience in an intelligence discipline.
    • Option 3: Associate's Degree with 12 years of experience in an intelligence discipline.
    • Option 4: High School Diploma with 15 years of experience in an intelligence discipline.
  • Specialized Experience:
    • Requires at least 4 years of demonstrated experience leading a team and managing subordinates in intelligence operations.
    • Requires 10 years of experience in an intelligence discipline working within the DoD or Intelligence Community (IC) within the last 2 years.
    • Must have demonstrated experience making complex security classification decisions (Foreign Disclosure, Coalition support).
  • Technical Proficiencies:
    • Advanced Experience using Microsoft SharePoint (2013+).
    • Demonstrated understanding of metadata standards (ICD 501).
    • Proficiency in MS Office Suite for report production and complex concept visualization.
  • Certifications:
    • Must successfully complete Government-provided Data Transfer Agent (DTA) training and pass the examination within 21-30 days of indoctrination.
    • Must maintain DTA status through annual renewal.
  • Citizenship: Must be a U.S. Citizen.

Desired:

  • Technical Tools: Familiarity with Security and Workflow Enforcement Services (SAWES), Army Data Auditing Manager (ADAM), and the Message Processing System (MPS).
  • Instructional Ability: Experience instructing small groups on data requirements and coordination tasks.
  • Agile Methodology: Experience working within an Agile framework for task management and lifecycle support.
  • Operational Knowledge: Deep understanding of battalion, brigade, and division-level intelligence production cycles.
