Senior Proposal Manager (FEDSIM Specialist) needed for a direct hire opportunity with SOC's client to work onsite in Chantilly, VA.

Responsibilities:


  • Full Lifecycle Leadership: Lead the proposal process from pre-RFP shaping and "the surge" through submission, orals, and post-submission clarifications.
  • FEDSIM Mastery: Execute the unique FEDSIM process, including managing Multi-Phase responses, Video/Live Orals coaching, and high-complexity Technical Challenges.
  • Compliance & Strategy: Develop the Compliance Matrix, Proposal Work Plan, and Annotated Outlines. Ensure every requirement is not just met, but "ghosted" against competitors.
  • Color Team Management: Facilitate Pink, Red, and Gold Team reviews. You must be able to synthesize critical feedback into actionable instructions for SMEs (Subject Matter Experts).
  • Team Coordination: Manage a cross-functional team of writers, graphic artists, pricing analysts, and subcontractors under tight, non-negotiable deadlines.
  • Continuous Improvement: Maintain a library of winning content and lead "Lessons Learned" sessions to refine our GovCon "playbook."



Required Qualifications"

  • Experience: 10+ years of Federal Proposal Management experience, with at least 5+ years specifically focused on large-scale DoD or FEDSIM bids ($100M+ value).
  • Industry Knowledge: Deep understanding of the FAR, DFARS, and the specific evaluation criteria used by GSA FEDSIM.
  • Orals Coaching: Experience preparing teams for oral presentations, including slide deck development, speaker coaching, and Q&A "drills."
  • Certifications: APMP (Practitioner or Professional level) or Shipley Certification preferred.
  • Tech Stack: Expert proficiency in MS Microsoft 365 (Word, SharePoint, Teams) and proposal software (e.g., Privia, VisibleThread, or RFPIO).

  • Resilience: Ability to manage "crunch time" schedules (including nights/weekends during high-value surges) without losing focus.
  • Influence: The ability to "manage up," ensuring executive leadership provides the necessary resources and timely approvals.
  • Editing: A sharp eye for "one voice" editing to ensure a seamless narrative across multiple technical volumes.
