RTI is seeking aProgram Support Officer to support the DoD HIV/AIDS Prevention Program (DHAPP). DHAPP implements the US President's Emergency Plan for AIDS Relief (PEPFAR) among foreign militaries. DHAPP's mission is to enhance global health security by collaborating with partner militaries on HIV-centered programs and health systems. RTI International supports the client DHAPP and its mission in San Diego, CA.

The DHAPP headquarters office is located at Naval Base Point Loma in San Diego, CA.


What You'll Do

The Program Support Officer provides critical operational and administrative support to the DHAPP team. As a member of both the Office Operations and Strategic Information teams, this role is responsible for managing daily office logistics such as facilities, supplies, meeting coordination, and data entry. Core duties include managing user access, registration, and permissions to DHAPP systems, as well as providing front office and general program support. This position reports tothe DHAPP Branch Chief for Office Operations, the DHAPP Branch Chief for Strategic Information, and the DHAPP Chief of Staff.

Responsibilities include, but are not limited to:

Strategic Information and Systems Support:

  • Perform detail-oriented data entry tasks in accordance with standard operation procedures.
  • Coordinate user account management and act as the liaison for all inquiries and issues regarding system access.
  • Reporting coordination and data dissemination to country teams and stakeholders.
  • Create and manage communications, including bulk communications, reminders, deadlines, guidance and information notices, and follow-ups.
  • Ensure proper organization, storage, and tracking of reports on shared drives in accordance with records management practices.
  • Maintain and manage distribution lists for target communications.
  • Maintain and manage branch calendars, including:
    • Reporting deadlines
    • Leave schedules
    • Key program milestones
  • Develop and distribute calendar reminders and meeting invitations aligned with program priorities.
  • Coordinate scheduling logistics across multiple stakeholders and time zones.

Office Operations:

  • Interact with DHAPP and the Defense Health Agency (DHA) staff at all organizational levels to gather and disseminate information.
  • Assist staff with office operations requests and IT issues, including Sharepoint, Teams, Zoom, and Outlook, and maintaining office supplies.
  • Perform building monitor duties and submit work requests, as needed.
  • Provide varied analytical and specialized administrative support for staff at the senior level.
  • Coordinate all aspects of meetings and webinars, including scheduling, sending invitations, documenting proceedings, and creating standardized reports for distribution.
  • Support Records Management requirements
  • Assist with new hire onboarding and staff offboarding.
  • Track staff compliance of DHA training requirements.
  • Coordinate base access approvals for external visitors.
  • Assist with SOP documentation and 508 compliance of training materials and operating manuals
  • Adapt to evolving team needs and take initiative on new tasks to support overall program goals

Additional Information:

This position may require working on tight deadlines when necessary and some early morning work due to external partnerships that require collaboration with Washington, DC, and U.S. Embassies primarily located in Africa.

This position requires the ability to work on site weekly in Point Loma, CA, with a hybrid telework schedule.


What You'll Need

Minimum Qualifications:

  • Bachelor's degree and at least one year of relevant administrative or program support experience, or equivalent combination of education and experience.
  • Excellent interpersonal and communication skills (oral and written), with a proven ability to collaborate effectively with colleagues, technical staff, and diverse DoD stakeholders.
  • Excellent knowledge of MS Office Suite (Word, Excel, PowerPoint, Outlook, Teams, SharePoint) and virtual meeting platforms (Zoom, Teams).
  • Demonstrated ability to manage multiple competing priorities in a deadline-driven environment.
  • Strong attention to detail, with a proven ability to maintain accuracy in data entry and communications.
  • Due to federal contract regulations, US citizenship is required. The ability to obtain and maintain a security clearance is mandatory.

Preferred Qualifications:

  • Experience with user registration and support for software systems or databases.
  • Active US security clearance is a plus.
  • Interest and/or experience in the public health field.
  • Previous experience with the military, either as an active-duty service member or a civilian employee.
