Who we are and what we do:

The Tennessee Emergency Management Agency is currently accepting resumes for the position of Emergency Management Administrator 2 - Planning Administrator located in Nashville. This position is for a highly skilled manager to oversee the Planning Branch and administer the state-level emergency management planning program. This position coordinates strategic effort to develop and coordinate statewide planning efforts to build capabilities and essential skills for state and local government agencies charged with specific functions in times of emergencies.

The Planning Administrator is a critical component of the agency, focused primarily on leading statewide efforts for emergency operations planning, hazard mitigation planning, and continuity of operations planning. These statewide efforts set the foundation for understanding how Tennessee prepares for significant threats and hazards, takes action to protect and mitigate catastrophic impacts, defines emergency response and recovery roles and responsibilities, and provides contingency planning for essential functions.

How you make a difference in this role:

Familiarity and direct experience with available FEMA, Homeland Security, Technological Hazard and Hazardous Material planning programs, principles of emergency management, emergency management planning requirements and protocols, and the current nationwide trends. Direct experience with emergency operations plans, continuity of operations plans, hazard mitigation plans, principles of risk management, incident action plans, and the full range of strategic, operational, and tactical plans utilized within emergency management and public safety organizations.

Familiarity and experience with grant management, development and reporting protocols for grant work plans, and management of budgets for grant programs. Ability to manage employees with diverse responsibilities. Capacity to develop and present planning materials and programs to political figureheads, emergency management personnel, state/county/local agencies, volunteer organizations, and first responders. Ability to anticipate changing priorities and proactively prepare adjustments to schedules, anticipate needs during absences, and ensure work responsibilities and commitments will be met.

Job Overview:

Primary responsibilities for the Planning Administrator include leading and overseeing maintenance and updates for The Tennessee Emergency Management Plan (TEMP), authorized in Tenn. Code Ann. 58-2-106(b)(1). The TEMP serves as the centralized guide for establishing the State of Tennessee's emergency coordination framework, structure, and roles for a comprehensive emergency management program.

Key Responsibilities:

The Planning Administrator is responsible for overseeing the updates to the State Hazard Mitigation Plan (HMP), the primary document detailing the state's mitigation strategy targeting all natural hazards adversely affecting its citizens and their property.

The state's mitigation actions and projects directly correspond to its mitigation objectives and focus on the most significant hazards established in the plan's risk assessment.

The Planning Administrator oversees the effort to develop this plan in coordination with state, federal, and local government agencies under the authority in Tenn. Code Ann. 58-2-101 through 58-2-124, under which TEMA is charged with overseeing the development of a Federal Emergency Management Agency (FEMA) approved standard state hazard mitigation plan.

The Planning Administrator also oversees efforts to assist Tennessee counties in developing local hazard mitigation plans as the foundation for each community jurisdiction to actively guide risk reduction investments that build community resilience to future natural hazard events.

Minimum Qualifications:

Graduation from an accredited college or university with a bachelor's degree and experience equivalent to five years of full-time experience in emergency management work, including but not limited to, response and recovery, planning, programs, operations, preparedness, or mitigation.

Experience equivalent to seven years of full-time experience in emergency management work, including but not limited to, response and recovery, planning, programs, operations, preparedness, or mitigation.
