is an agency in the Commonwealth of Pennsylvania that administers the pension plan for Pennsylvania's public school employees. The mission of PSERS is to be a partner with our members to fulfill the promise of a secure retirement. DESCRIPTION OF WORK

The Chief Information Officer (CIO) reports directly to the Deputy Executive Director of Administration. This role requires considerable independent judgement and decision-making with input from all stakeholders. Responsibilities include but are not limited to developing a high-performing IT team; operationalizing a comprehensive information technology strategy that aligns with the agency's mission, goals, and requirements; developing IT objectives, performance measures, methodologies, procedures, and customer service levels designed to enhance business results; preparing the IT budget; making recommendations on the allocation and assignment of budgetary resources to improve operational effectiveness; serving as PSERS' active liaison to the Office of Administration, Office of Information Technology (OA-OIT), creating clear sightlines to all significant Commonwealth enterprise IT initiatives; and collaborating with leadership throughout the agency to develop and maintain an enterprise IT risk management. A successful candidate for this role will be skilled in current technologies and proactively informed on emerging technologies that will shape or enhance the future of operations or functionalities of a public entity. The selected individual should be fully committed to envisioning and developing collaborative strategies for PSERS, inspiring the organization through focused and driven leadership, and streamlining product development or deployment through expanding the use of existing product footprints. Work Schedule and Additional Information:

- Work Hours are negotiable.
- Telework: You may have the opportunity to work from home (telework) part-time. This position is hybrid telework eligible, dependent on operational and executive leadership requirements. The general expectation for this role will be to report to the office in Harrisburg two to three days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Six years of professional experience in managing all phases of information technology projects, and a bachelor's degree; or
- Six years of professional experience managing information technology functions for an organization, and a bachelor's degree; or
- An equivalent combination of experience and training.
Additional Requirements:
- You must have five years of executive level leadership years in a complex information technology role within a public sector organization.
- You must have two years directing enterprise systems management (IT Service Management, Project Governance, Resource Planning).

Preferred Criteria (not required):
- Certified in ITIL (Information Technology Infrastructure Library) or PMP (Project Management Professional) or BRMP (Business Relationship Management Professional)
- Four years working with large-scale, enterprise systems management (ITSM, Project Governance, Resource Planning).
- Four or more years in administering large-scale enterprise system contracts.
