Summary: The Personnel Security Specialist II executes elements of the personnel security program, enforces security policies and procedures in compliance with 32 CFR PART 117 National Industrial Security Operations Procedures Manual (NISPOM) and Intelligence Community Directives (ICD). This role is responsible for the oversight of data entry and integrity in Security Information Management System (SIMS) database. Utilizes Defense Information System for Security (DISS), National Background Investigation Services (NBIS) and other databases and tracking systems to perform a variety of personnel security actions. Participates in preparing for security reviews conducted by the Defense Counterintelligence and Security Agency (DCSA) and other US Government agencies. Provides personnel security guidance to IDA HQ, SAC and STPI staff. Primary Responsibilities:
- Executes elements of IDA's personnel security program in support of the National Industrial Security Operations Procedures Manual (NISPOM) and Intelligence Community Directives (ICD).
- Oversight of user management, configure user accounts approved by PERSEC leadership.
- Maintain SIMS reports and personnel dashboard metrics to PERSEC leadership.
- Verifies that IDA affiliates and guests have the appropriate security clearance.
- Ensures that Security clearances reviews are kept up-to-date.
- Review clearance applications upon submittal ensuring compliance with DoD guidance.
- Supports internal SIMS training initiatives.
- Under guidance, updates SIMS related training materials, processes and procedures.
- Implements personnel security Standard Operating Procedures (SOP) and related procedures.
- Ensures IDA affiliates and guests have the appropriate security clearance.
- Provides a high-level of customer service support to IDA staff through timely and effective handling of requests and inquires related to clearance information, IDA issued badges, security forms, document control, Common Access Cards (CAC), visit requests, fingerprinting, and foreign travel. Assigned to manage the security questions email account.
- Oversee CAC Program.
- Ensures IDA's personnel security clearances for collateral and SCI are up-to-date by monitoring, tracking, and working with staff to complete necessary processes and paperwork.
- Provides monthly security metrics reports to PERSEC leadership.
- Provide support to IDA's Sensitive Compartmented Information Facility team, to include oversight of Intelligence Community Programs.
- May process visits for the Visit Clearance Certification program, to include all DCSA International request and LOA/Deployment request for IDA personnel visiting foreign military bases.
- Performs as a primary user of DISS and NBIS.
- Ensures the IDA information in DISS and NBIS is entered accurately and timely.
- Interacts with our government security customer to accomplish the reciprocity of clearances.
- Tracks the status of security clearance requests.
- Review and resolve escalated clearance paperwork discrepancies.
- Assists with personnel security education, training, and awareness programs.
- Ensures IDA staff has received the required security training.
- Responsible for the briefing and debriefing of employees to include:
- Initial Briefings
- Annual Security Briefings
- Foreign Travel Briefings
- NATO and CNWDI
- Ensures staff follows established security policies and procedures in order to protect classified information and maintain security clearance.
- Performs other related duties as assigned.
Minimum Qualifications:
- Bachelor's degree is preferred.
- Four years of related security experience with at least two years of experience in personnel security operations or equivalent experience.
- Two years of experience with SIMS is preferred.
- Completion of SIMS related training is desired.
- Experience with DoD 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM) and applicable Intelligence Community Directives (ICD) preferred.
- Experience with DoD clearance process such as eAPP, eQIP, SIMS, DISS, NBIS, foreign travel/contact and foreign national visitors is desired.
- Proficiency in use of computers and Microsoft Office applications (Word, Excel and Outlook).
- Possess strong interpersonal oral and written communication skills with demonstrated ability work effectively with all levels of staff; ability to work in fast-paced, multi-tasking environment.
- Demonstrated ability to operate effectively under deadlines with tact and diplomacy.
- Ability to obtain and maintain necessary security clearances. Top Secret with SCI Eligibility preferred.
- Successful completion of criminal background check is required.

Compensation: We support transparency, equity, and fairness in our compensation program and provide a reasonable estimate of the salary range based on data-driven market analysis for each position. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $62,118 - $99,389. Individual salary within this range will be commensurate with the incumbent's experience, unique skills and qualifications, and other relevant factors.
