DESCRIPTION OF WORK

This position leads engineering staff who review air quality permit applications and ensure that facilities follow state and federal environmental rules. Through your expertise and guidance, your work will support clean air goals, strong regulatory oversight, and consistent decision making across the region. As an Environmental Engineer Manager, you will perform the following duties:
- Team Supervision: Guide engineering staff in reviewing air quality permits and technical submittals
- Regulatory Oversight: Ensure permitting decisions follow state and federal air quality requirements
- Permit Management: Oversee the processing of plan approvals and operating permits for a variety of facilities
- Technical Review: Evaluate engineering analyses, emissions data, and control technology proposals
- Public Interaction: Meet with applicants, the public, and other stakeholders to explain permitting processes
- Program Coordination: Work with leadership and staff to meet goals, track progress, and maintain compliance standards

- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Travel required as necessary.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Williamsport. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Two years as an Environmental Engineer or an Air Quality Engineer (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
- Five years of professional engineering experience in environmental protection or in environmental project development, design or construction.
Special Requirement:
- Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a valid Professional Engineer license issued by the applicable licensing body of another state.
Conditions of Employment:
- This position requires possession of a valid PA non-commercial Class C driver's license or equivalent.
Post Employment Requirement:
- Successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer license issued by Pennsylvania within their initial six month probationary period.
Other Requirements:
- You must possess and maintain a REAL ID or passport for this position. Proof of possession will be needed at the time of a conditional offer of employment.
- PA residency requirement is currently waived for this title.
- You must be able to perform essential job functions.
