Job DescriptionThe Manager, Program Quality & Compliance is responsible for establishing and overseeing the academic quality, compliance framework, and performance analytics for the CDL Professional Driving Academy. This role leads curriculum lifecycle management, regulatory compliance, audits, program evaluation, and continuous improvement initiatives.

The position defines program standards, performance measures, and strategic improvements while partnering with CDL Training Operations to support execution. This role ensures alignment with regulatory requirements, workforce demands, and institutional priorities through data-driven decision-making and program governance.

Hiring Range is $64,600.00 - $70,000.00 USD Annual.
The final salary offer will be determined based on the candidate's qualifications and experience.
Equivalent combination of education, training and relevant professional experience will be considered. Essential Functions

Program Design and Governance

Lead needs assessments to define program outcomes and competencies. Manage curriculum lifecycle processes including development, approvals, instructor qualifications, and implementation schedules.

Instructional Resources and Accessibility

Coordinate development and maintenance of instructional materials and LMS assets, ensuring accessibility standards and compliance with universal design principles.

Leadership

Supervise assigned staff, promoting accountability, performance excellence, and continuous improvement aligned with departmental objectives.

Regulatory Compliance and Quality Assurance

Develop and maintain compliance frameworks. Conduct audits, implement corrective actions, and serve as liaison to regulatory and accrediting bodies.

Policy Monitoring and Implementation

Monitor regulatory changes and translate requirements into updated policies, procedures, and operational guidance for program staff.

Data Analytics and Outcomes

Define program KPIs and partner to develop dashboards and reporting tools. Analyze performance data and provide actionable recommendations to leadership.

Strategic Projects and Grants

Oversee grants and strategic initiatives, ensuring alignment with workforce demand, funding requirements, timelines, and program capacity.

Funding Compliance and Reporting

Ensure adherence to grant requirements, documentation standards, and reporting obligations in coordination with funding entities.

Continuous Improvement and Professional Development

Translate operational feedback into prioritized improvements and lead training on curriculum, compliance, and instructional practices.

Multi-Site Program Support

Support consistent delivery, instructional quality, and operational standards across multiple locations, including travel as required.

Education & Experience Required Qualifications

Bachelor's degree required or equivalent combination of education and experience.
Three years of experience in commercial driving, workforce training, education, or a related field.
Two years of experience managing projects, budgets, and evaluation methods.
One year of experience in a leadership or management role.
Experience with compliance audits, regulatory frameworks, or instructional quality assurance.
Experience with grant-funded programs and funding compliance requirements.

Preferred Qualifications

Three years of experience managing budgets and complex projects.
Experience in CDL or transportation industry with knowledge of DOT, FMCSA, or state CDL regulations.
Knowledge of higher education and workforce development systems.

Relevant experience may be considered in lieu of a degree, except in cases where a specific degree is required to meet accreditation standards, licensure requirements, or other legislative or regulatory obligations. This includes, but is not limited to, certain faculty positions and staff roles governed by state or federal educational mandates.
