Description

The Senior Test Engineer leads and manages enterprise IT testing activities in support of the SEC Infrastructure Support Services (ISS) contract. This role ensures infrastructure and application changes are validated for accessibility, functionality, usability, and performance before release, reducing operational risk to SEC mission services. The position owns end-to-end test lifecycle execution, including analysis, design, planning, execution, defect management, and automation, in coordination with SEC stakeholders and operational teams. The role also provides Tier 4 escalation support when requested and supports continuous service quality improvement across the ISS environment.

PRIMARY RESPONSIBILITIES:

Test Program Leadership

  • Lead and manage complex IT testing programs across SEC ISS operational workstreams.

  • Develop and maintain comprehensive test strategies, plans, schedules, and success criteria.

  • Oversee all testing phases from requirements analysis and test design through execution and reporting.

  • Coordinate with engineering, operations, and government stakeholders to align testing with release timelines, UAT activities, and production readiness decisions.

Accessibility, Functional, and Performance Validation

  • Direct testing operations for accessibility, functionality, usability, and load/stress performance.

  • Perform Section 508 testing and document compliance results, remediation requirements, and re-test outcomes.

  • Validate behavior and compatibility across operating systems, hardware platforms, and enterprise applications.

  • Ensure test coverage is risk-based and supports reliable, high-quality production service delivery.

Defect Management and Test Automation

  • Manage defect identification, triage, tracking, and closure through structured quality workflows.

  • Ensure defects are clearly documented with reproducible evidence, impact assessments, and traceability.

  • Lead test automation efforts to improve regression coverage, repeatability, and execution speed.

  • Deliver accurate testing metrics and status reporting to support governance and decision-making.

Operational Escalation and Service Support

  • Provide Tier 4 technical support for complex issues when required and requested.

  • Support incident and outage resolution by delivering advanced testing analysis and validation.

  • Collaborate with service teams to ensure testing artifacts align with ticketing, SOP, and support processes.

  • Contribute to continuous improvement of testing standards, practices, and operational readiness.

REQUIRED QUALIFICATIONS:

  • Citizenship/Work Authorization: This position is restricted to U.S. citizens only. Applicants must not hold dual citizenship with any other country to be eligible for work under this contract.

  • Clearance: Ability to obtain and maintain SEC Public Trust (or higher if required).

  • Education: Bachelor's degree in a relevant field (e.g., Information Technology, Computer Science, Engineering). In lieu of degree, additional experience may be required.

  • BS and 4 - 8 years of prior relevant experience or Masters with 2 - 6 years of prior relevant experienceleading and managing enterprise IT testing programs.

  • Experience managing all phases of test planning and execution, including analysis/design, defect tracking, and automation.

  • Experience testing a broad range of IT technologies, including operating systems, hardware, and applications.

  • Experience performing accessibility, functionality, usability, and load/stress testing in enterprise environments.

  • Broad IT technology coverage across operating systems, hardware, and applications

  • Load and stress/performance testing

  • Defect lifecycle management and reporting

  • Test plan development and execution governance

  • Test automation strategy and implementation

PREFERRED QUALIFICATIONS:

  • Experience supporting federal IT service contracts in regulated environments.

  • Working knowledge of FISMA/NIST-aligned quality and compliance practices.

  • Experience with enterprise testing and quality platforms for functional, accessibility, and performance validation.

  • Experience with ServiceNow or similar platforms for defect/incident workflow coordination.

  • Demonstrated ability to drive cross-functional testing collaboration and process improvement in hybrid on-site/telework delivery models.

  • ISTQB Certified Tester (CTFL or higher)

  • Certified Software Tester (CSTE) or equivalent

  • DHS Trusted Tester (Section 508)

WORK ENVIRONMENT / OTHER

  • Operational Support: May require participation in on-call or surge support activities depending on operational needs.

  • Location: On-site at SEC HQ, Washington, DC; Telework as authorized by SEC.

  • Travel: As required per contract direction.
