SHIELD: FMS Contract Analyst

LOCATIONS:
Huntsville, AL (on-site)

SUMMARY: The FMS Contract Analyst serves as senior contract analyst for a product office which procures weapons system in all stages of the acquisition life cycle including development, production, fielding, sustainment, and foreign military sales (FMS).

PEO Missiles and Space, SHIELD Project Office:
  • Candidate must possess a mastery of DoD contract execution and contract administration, FMS specific requirements, and the ability to draft Contract Requirements Packages for weapon system development, production, sustainment, and engineering services contracts for high-dollar efforts.
  • Duties include preparing and staffing Justification & Approvals for Sole Source, Acquisition Plans, Service Acquisition Strategies, Determinations & Findings, Functional Requirements Authentication Board (FRAB) documents, and FMS-specific documents such as International Agreement Competitive Requirements (IACRs). Must be knowledgeable of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), SAMM, FMS-specific regulations/policies/procedures, and other required regulations/policies/procedures.
  • Must be able to interact with/respond to the contracting officer through formal/informal contractual correspondence.
  • Must be familiar with different types of funding including FMS funds, resolving contractual production and services issues; resolving discrepancies between FMS cases/funding and contract requirements; Government Furnished Property; and contract close-out.
  • Candidate will engage with the functional stakeholders, to include the Product Office, to prepare/coordinate documentation such as Letter of Offer and Acceptance Data (LOAD) requests, Statements of Work (SOW), DD1423's, DD Form 254, Independent Government Cost Estimates, CLIN Structures, RSCAs and Government Property.
  • Must be able to analyze Prime Contractor requests, coordinate product office and international programs directorate response, and prepare correspondence to the contracting officer.

EDUCATION AND EXPERIENCE:
  • Bachelor's degree (additional experience may be substituted for a degree)
    • Education equivalents are: 14 years of related experience equates to a PhD; 8 years of related experience equates to a Master's Degree; 5 years of related experience equates to a Bachelor's Degree; 3 years of related experience equates to an Associate's Degree.
  • Minimum of 8 years of experience
  • Extensive experience in consulting on business process improvement, facilitating, and training
  • Strong analytical, problem-solving, and decision-making skills
  • Excellent communication, interpersonal, and leadership abilities
  • Proficiency in relevant software applications and tools
